About the position

The Project Controls Analyst - Cost will play a crucial role in supporting the Transmission and Distribution (T&D) team by providing effective integrated project cost monitoring, tracking, and budget variance analysis. This position is essential for ensuring that all project costs are accurately tracked and reported, and it will involve performing Quality Assurance (QA) and Quality Control (QC) for the procedures, processes, and key controls within the Project Management Office (PMO) and Projects and Construction (P&C) departments. The successful candidate will be responsible for establishing quality standards across all projects and ensuring compliance with these standards. In this role, the Project Controls Analyst will develop and implement comprehensive QA processes for Key Control Validation to measure compliance effectively. This includes conducting annual reviews of PMO and P&C procedures, performing regular audits of project processes and documentation, and identifying gaps or inconsistencies in procedures. The analyst will also be tasked with conducting audits of P&C/PMO managed projects, analyzing audit data, and providing summary QA/QC reports to senior management and stakeholders. Additionally, the analyst will implement QC procedures to monitor and control project activities, serve as the main point of contact for all internal and external audits, and conduct risk analysis and assessments to ensure that risk mitigation plans are effectively implemented. The role will also involve driving continuous improvement initiatives within the PMO, coordinating and maintaining monthly cost data and reports, and providing training and support to project teams on QA/QC processes and best practices. Responsibilities

  • Develop and implement comprehensive QA processes for Key Control Validation to measure compliance.
  • Annually review all Project Management Office (PMO) and Projects and Construction (P&C) procedures and revise if necessary.
  • Conduct regular audits and reviews of project processes and documentation to ensure compliance with QA standards and identify gaps.
  • Conduct audits of P&C/PMO managed projects to measure compliance with applicable procedures, processes, and Key Controls.
  • Analyze audit data and provide summary QA/QC reports to senior management and stakeholders.
  • Implement QC procedures to monitor and control project activities.
  • Serve as the main point of contact for all internal and external audits.
  • Conduct risk analysis/assessments and ensure risk mitigation plans are being implemented.
  • Drive continuous improvement initiatives within the PMO.
  • Provide monthly updates to the New Equipment Database Long Island (NEDLl).
  • Provide monthly updates to the CWIP (Construction Work In Progress) aging reports to meet department and corporate deliverables and deadlines.
  • Coordinate & maintain monthly cost data & reports in Excel and/or PTS.
  • Prepare URB Documentation (PCRs, PP slides, waterfalls, etc.) for project cash flow approvals.
  • Provide training and support to project teams on QA/QC processes and best practices.

Requirements

  • A Bachelor's Degree, preferably in Business, Finance, or Construction.
  • A minimum of 7 years of experience performing analysis, preferably in finance or utility construction.
  • Experience with relevant software such as Microsoft Office products and the ability to quickly learn new systems and applications.
  • Effective communication and interpersonal skills to interface and communicate with people at all levels and across organizations.
  • Demonstrated personal accountability and excellent organizational skills to deliver performance excellence.
  • Must possess and maintain a valid U.S. driver's license and a safe and satisfactory driving history.
