About the position

The Construction Surveillance Engineer (CSE) will provide essential management support to the Department of Navy at Corpus Christi, TX, focusing on construction services including inspection, quality assurance, and contract administration. The role involves overseeing various construction projects such as repair, demolition, and new construction, ensuring compliance with safety and environmental regulations, and maintaining documentation throughout the construction process.

Responsibilities

  • Provide management support to the FEAD/ROICC for construction services such as construction inspection, quality assurance, monitoring ESS compliance and contract administration.
  • Coordinate requests from the construction Contractor for outage requests, excavation permits, burn permits, haul routes, and other similar items.
  • Attend meetings and conferences, taking notes and providing information to the FEAD/ROICC or their representative.
  • Provide construction briefings and reports.
  • Review submittals designated for Government approval.
  • Conduct construction schedule review/analysis and provide notes/comments/recommendations on progress schedules and network diagrams.
  • Monitor construction work for project CQC compliance with the contract and Contractor submitted plans.
  • Prepare Construction Representative's Reports (CRRs) and Contract Construction Compliance Notices (CCCNs).
  • Report instances of non-compliance with safety requirements.
  • Monitor compliance with environmental protection requirements and conduct assurance surveying.
  • Witness testing of various systems including waste, gas, water, electrical, HVAC, fire protection, and energy monitoring control systems.
  • Review Daily Contractor Quality Control (CQC) and Contractor Production Reports (CPRs).
  • Work with CSET and FEAD/ROICC personnel to complete field pay estimate worksheets for construction contracts.
  • Notify FEAD/ROICC Leadership of disagreements, discrepancies, or major problems.
  • Assist in conducting pre-final inspections.
  • Provide advice for modification negotiations.
  • Maintain working files using NAVFAC's eCMS for managing electronic submittals and documents.
  • Prepare independent construction cost estimates for modifications to construction contracts.

Requirements

  • Experience in construction management and oversight.
  • Knowledge of construction inspection and quality assurance processes.
  • Familiarity with environmental protection requirements and safety regulations.
  • Ability to prepare and review construction reports and documentation.
  • Strong communication skills for attending meetings and providing briefings.

Nice-to-haves

  • Experience with NAVFAC's Electronic Construction and Facility Support Contract Management System (eCMS).
  • Familiarity with various construction trades and practices.
