About the position

The Contract/Acquisition Analyst will be responsible for managing and analyzing contracts while ensuring compliance with federal regulations. This role is crucial in the procurement process, vendor management, and contract administration, requiring a detail-oriented and analytical approach. The ideal candidate will have a strong background in proposal writing, compliance management, and a thorough understanding of federal acquisition regulations.

Responsibilities

  • Assist in administering contracts and provide contract modification support.
  • Track and draft all contract modifications to the base and task orders, including definitization and funding.
  • Provide contract close-out assistance, including financial reconciliation and identifying funds to de-obligate.
  • Perform market research, market surveys, data collection, and analysis.
  • Assist in the preparation of solicitation documents such as Request for Information (RFI) and Request for Proposal (RFP).
  • Research acquisition policy and guidance to ensure compliance with agency regulations.
  • Support proposal and quote evaluations, including price/cost analysis or technical proposal and quote analysis.
  • Prepare documentation for contract modifications, including the exercise of options.
  • Document and track all contract value, funding, and billings to ensure funds are available.
  • Review vendor invoices and assist in requirements gathering and development of Independent Government Cost Estimate (IGCE).
  • Assist in acquisition planning and preparing CFO acquisition packages.
  • Monitor and evaluate contractor performance, including schedules, milestones, and compliance.
  • Analyze vendor Forward Pricing Rate Agreement (FPRA) tracking for labor and indirect rates.
  • Perform cost/benefit analysis and review invoices for compliance with billing rates.

Requirements

  • At least 10 years of relevant experience in contract analysis, negotiation, or related fields.
  • Strong understanding of federal acquisition regulations.
  • Proven experience with vendor management processes.
  • Excellent proposal writing skills with attention to detail.
  • Ability to procure goods and services effectively while managing costs.

Nice-to-haves

  • Familiarity with intellectual property law is a plus.
