The Contract & Fiscal Operations Program Analyst (Program Analyst 2) position at the Oregon Health Authority (OHA) is a vital role focused on supporting the implementation of contracts, policies, projects, and programs aimed at promoting equitable access to healthcare and reducing health disparities. This position is integral to the Medicaid Division, specifically within the Contracts and Fiscal Operations Team and the Strategic Operations and Improvement team. The primary purpose of this role is to ensure efficient and effective operations, directly impacting health equity and outcomes for diverse communities across Oregon. In this role, the analyst will assist in the development of compliance program guidelines within the Medicaid Division, which may involve inter-agency collaboration. The analyst will work closely with the compliance specialist to evaluate program compliance and prepare evaluative reports. Additionally, the position requires the administration of technical issues as they arise, necessitating a thorough evaluation of program operations. The analyst will adapt existing methods or create new procedures to address program issues and measure program effectiveness. As part of the contract support, the analyst will manage projects related to data analysis, identifying risks associated with data quality and analysis, and providing documentation to project managers. This role will also involve interaction with both internal and external partners to streamline processes and enhance program delivery. Responsibilities

  • Provide program and policy support to ensure efficient operations within the Medicaid Division.
  • Assist in the development of compliance program guidelines and evaluate program compliance.
  • Administer and resolve technical problems related to program operations.
  • Adapt existing methods or create new procedures to address program issues.
  • Manage projects related to data analysis and identify risks related to data quality.
  • Interact with internal and external partners to streamline processes and enhance program delivery.

Requirements

  • A combination of experience or education equivalent to five years of experience coordinating or administering a program.
  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a related field with two years of experience coordinating or administering a program.
  • Knowledge of federal requirements, state rules, and program requirements for the Oregon Medicaid Program.
  • Experience in working with Community Mental Health Programs, Behavioral Health Service Providers, and Coordinated Care Organizations.
  • Ability to explain and offer expert-level technical assistance on rules, policy, and procedures.
  • Demonstrated skills in data synthesis, analysis, and reporting.
