About the position

The Contract Management Specialist 1/Trainee 1/2 position within the New York State Department of State focuses on overseeing contract transaction review and processing in support of grant programs and various contracts. This role is essential for implementing revenue-generating programs and managing vendor contracts, ensuring compliance with mandates for minority, women-owned, and service-disabled veteran-owned businesses. The position involves supervising clerical staff, processing vouchers, and collaborating with various stakeholders to facilitate contract management and compliance.

Responsibilities

  • Supervise clerical staff in the review, tracking, and processing of contract-related transactions.
  • Receive, review, and process contract-related vouchers for programs.
  • Conduct level 1 review of vouchers using the centralized voucher process.
  • Communicate with program staff regarding documentation and clarifications required to approve vouchers.
  • Process miscellaneous service contracts and associated payments.
  • Report transaction statistics monthly.
  • Communicate with CAU Unit Manager regarding transaction and funding issues.
  • Work with appropriate Fiscal staff to identify and request funding for contracts.
  • Process all transactions in the Statewide Financial System (SFS).
  • Oversee participation of MWBE and SDVOB in receiving contracts from publicly-funded programs.
  • Review new procurements and contracts to set MWBE and SDVOB goals.
  • Prepare quarterly MWBE and SDVOB reporting.
  • Review and approve utilization plans submitted by grantees and vendors.
  • Assist grantees and vendors in finding eligible MWBE and SDVOB subcontractors.

Requirements

  • A bachelor's or higher degree for Trainee 1.
  • A bachelor's degree and one year of professional experience managing contracts and related budgets for Trainee 2.
  • A bachelor's degree and two years of professional experience managing contracts and related budgets for Full Level.
  • Experience in negotiation with contractors and vendors, fiscal management, contract development, and execution.

Nice-to-haves

  • Experience with databases or software systems related to fiscal accounting or finance.
  • Education in business administration, finance, management, economics, or accounting.
  • Experience in a professional setting related to finance or fiscal transaction processing.
