About The Position

The Contract Specialist for the United States Section, International Boundary and Water Commission (USIBWC) is responsible for overseeing acquisitions and contracting for the South Bay International Wastewater Treatment Plant (SBIWTP) in the San Diego Field Office. This role involves performing a full range of pre-award and post-award functions for various contracts, including services, supplies, architecture/engineering, and construction contracts.

Requirements

  • Must be a U.S. Citizen or Naturalized U.S. Citizen.
  • Must possess a current Federal Acquisition Certification in contracting (FAC-C) Professional Certificate and Construction Contracting Credential.
  • Must apply for up to a Level III Contracting Officer Warrant and accept the Contracting Officer Warrant.
  • Must complete and submit the required confidential financial disclosure report upon entrance on duty and annually thereafter.
  • Must be able to lift and carry items weighing up to 15 pounds unassisted.
  • Must complete and successfully pass the DHS required E-Verify employment verification check.
  • Must maintain direct deposit of Federal pay.

Nice To Haves

  • Experience in evaluating contractor's fiscal soundness and production capacity.
  • Knowledge of procurement integrity monitoring and claims review.

Responsibilities

  • Oversee acquisitions and contracting for the South Bay International Wastewater Treatment Plant.
  • Ensure the organization's strategic plan, mission, vision, and values are communicated and integrated into the team's strategies, goals, objectives, work plans, and work products.
  • Maintain program and administrative reference materials, project files, and relevant background documents.
  • Issue solicitations, evaluate proposals/bids/quotes, negotiate contracts, and execute and administer simplified acquisitions and complex technical services.
  • Perform all pre-award contracting functions requiring the use of fixed-price and cost-reimbursement methods.
  • Develop procurement packages and source files of responsible contractors.
  • Conduct detailed analysis of bids, proposals, and quotes received, and recommend awards.
  • Coordinate actions with customers, legal counsel, technical, and financial specialists.
