About the position

The Contract Specialist GS-1102-12 position at the U.S. Coast Guard involves managing procurement processes to support the Regional Contracting-West and its Areas of Responsibility (AOR). The role includes acquiring supplies, services, and minor construction, as well as emergency response procurement. The specialist will review complex procurement requests, prepare solicitation documents, perform cost/price analyses, solicit bids, and advise on contract disputes. This position is critical in ensuring that the Coast Guard's operational needs are met efficiently and effectively.

Responsibilities

• Review complex requests for procurement.
• Prepare solicitation documents.
• Perform cost/price analysis to determine reasonableness.
• Solicit bids/proposals/quotes from prospective contractors.
• Prepare agency positions on protests and disputes.
• Advise on complex contract activities and manage subordinate specialists.

Requirements

• Must be a U.S. Citizen or National.
• Must submit transcripts to receive consideration upon selection.
• Must be registered or exempt from the Selective Service.
• Must possess requirements for FAC-C Professional certificate within 36 months of selection.
• Completed a 4-year course of study leading to a bachelor's degree or equivalent coursework in relevant fields.
• One year of specialized experience equivalent to GS-11 level in the Federal sector.

Nice-to-haves

• Experience in cradle to grave contracting including negotiation and administration of contracts.
• Ability to conduct pre-proposal and post-award conferences.
