About the position

The Contract Specialist at the US Federal Housing Finance Agency plays a crucial role in assisting program offices and supporting Senior Contract Specialists in managing the acquisition process. This position involves defining acquisition needs, identifying sources for goods and services, negotiating contract terms, and ensuring compliance with federal procurement regulations. The specialist will also be responsible for developing acquisition strategies, coordinating with legal counsel, and overseeing contract administration actions.

Responsibilities

  • Assist program offices in defining acquisition needs and identifying sources for goods and services.
  • Negotiate terms and conditions of contracts and implement acquisition policies and procedures.
  • Ensure contracts meet the requirements of the Small Business Act and Dodd-Frank financial reform legislation.
  • Develop and establish acquisition strategies for assigned projects and manage resultant contracts.
  • Prepare supporting acquisition-related documents and determine appropriate contract types.
  • Coordinate with General Counsel and other offices during the acquisition process.
  • Appoint Contracting Officer's Representatives (CORs) and assign Invoice Approvers.
  • Provide guidance to Technical Evaluation Panels (TEPs) on evaluation techniques.
  • Solicit quotes and develop RFQ solicitation packages with appropriate provisions.
  • Direct or assist in contract administration actions, including modifications and negotiations.
  • Perform post-award follow-up and administration, including negotiating minor price changes and closing out orders.

Requirements

  • Must be a U.S. Citizen.
  • Doctoral degree or Bachelor's degree in a relevant field.
  • At least 1 year of specialized experience in contracting or procurement.
  • Experience in planning, coordinating, and negotiating procurement actions.
  • Knowledge of procurement regulations and contracting procedures.
