About the position

The Contracting & Procurement Data Analyst (Management Systems Analyst) at the Seattle Department of Transportation (SDOT) plays a crucial role in supporting the department's procurement needs. This position involves processing consultant contracting, public works, and purchasing transactions while developing procurement policy documentation and training materials. The analyst will work collaboratively across the organization to improve data reporting, policies, and systems, ensuring that the procurement program is efficient and effective. The role emphasizes the importance of diversity and social justice in alignment with the City's initiatives.

Responsibilities

  • Processes consultant contracting, public works, and purchasing invoices and transactions.
  • Develops procurement policy process documentation, workflows, and training materials.
  • Assists in the continued development of the Contracts and Procurement SharePoint site.
  • Works with staff to troubleshoot system and process issues and escalates as needed.
  • Communicates with and trains office and field staff on a variety of procurement topics.
  • Assists, develops and executes the less complex contracts and purchasing requests.
  • Assists in supporting the new Citywide Contract Management System (CCMS) for training, reporting, contract entry, issue resolution, and process improvements.
  • Assists in generating procurement reports, workplans and metrics, on a regular and ad-hoc basis using Excel, Access Tableau, Power BI, or other analytical software.
  • Supports the City's Women and Minority-Owned Business Enterprise (WMBE) program and federal Disadvantaged Business Enterprise (DBE) program.
  • Supports department goals in promoting diversity and social justice in keeping with the City's Race and Social Justice Initiative.

Requirements

  • Bachelor's Degree in business or public administration, finance, computer science, or related field.
  • Two (2) years of experience with contracting informational systems, operations, procedures, research or analysis.

Nice-to-haves

  • Intermediate to advanced proficiency in using Word, Access, Excel, PowerPoint, Visio, SharePoint and other analytical software.
  • Experience with purchasing processes and Peoplesoft 9.2 or other contracting or purchasing systems.
  • Experience with public sector consultant contracting.
  • Familiarity and/or experience with data cubes, Power Apps and Flow, Tableau, Power BI.
  • Excellent written and oral communication skills and a high level of customer service skill.
  • Ability to work both as part of a team and independently, while keeping supervisor informed of progress and issues.
  • Attention to detail, organization, and the ability to actively manage multiple processes.
  • Ability to effectively work in a multi-cultural workplace with a diverse customer base.
