About the position

The Contracts and Agreements Officer at Saint Paul College is responsible for directing and executing contracts, intra-agency agreements, and other formal agreements between the college and various organizations. This role involves preparing and negotiating contracts, assisting departments in drafting agreements, and ensuring compliance with all applicable rules and regulations. The officer will work closely with the Minnesota State System Office and the Office of General Counsel, coordinating with staff involved in contracts and procurement, and reviewing purchase orders.

Responsibilities

  • Direct and execute contracts and agreements between the college and other organizations.
  • Prepare and negotiate contracts and intra-agency agreements.
  • Assist departments in drafting contracts and ensuring proper completion.
  • Work with the Minnesota State System Office and Office of General Counsel on contract matters.
  • Review purchase orders related to contracts and agreements.

Requirements

  • Three years of professional experience in developing and administering contracts and service agreements.
  • Experience with informal and formal competitive bidding processes.
  • Ability to write and execute contracts in compliance with applicable regulations.
  • Critical thinking skills to analyze procurement terms and legal documents.
  • Strong interpersonal communication skills to explain contract issues effectively.
  • Ability to manage multiple complex projects and prioritize work.

Nice-to-haves

  • Bachelor's degree in Accounting, Business Administration, Finance, Public Administration, or a related field.
  • Experience as a supervisor or team lead.
  • Knowledge of state-level contract and procurement platforms like Marketplace or SWIFT.
  • Familiarity with Minnesota statutes and policies related to contracts and budgeting.
  • Experience writing and executing construction and service contracts.
  • Experience with Marketplace and Workday systems.
