The Contracts and Procurement Manager (WMS2/DLS) position at the Health Care Authority (HCA) is a pivotal role that provides expert-level advice and oversight for a high volume of state contracting and procurement activities within the Division of Behavioral Health and Recovery (DBHR). This position is responsible for managing, training, and mentoring a team of contracting and procurement professionals in the Office of Contracts and Procurement (OCP). The ideal candidate will possess a strong aptitude for building relationships and earning trust with a diverse group of program, fiscal, and departmental staff. A deep knowledge of complex state contracting and procurement processes is essential, along with the ability to navigate ambiguity and provide creative solutions to challenges that arise. As the unit supervisor for the DBHR - Children, Youth and Adult Treatment (CYAT) sub-team within OCP, the Contracts and Procurement Manager will lead, direct, and supervise a team to ensure that HCA's contracts and procurements are handled professionally and strategically designed to mitigate agency risk. The position is eligible for telework, typically not requiring on-site reporting, although the default assigned work location is within the State of Washington. The frequency of onsite work may vary based on business and operational needs, with HCA having the discretion to support out-of-state telework on a case-by-case basis. The role involves supervising and managing a unit of contract and procurement professionals, developing competitive procurements, performance-based contracts, and subrecipient awards in accordance with HCA policies and procedures, as well as state and federal laws. The manager will also collaborate with other unit supervisors and the Contracts Administrator to recommend agency-wide process changes, develop training materials, and provide coaching on acquisition best practices. This position is crucial in ensuring that the agency's contracting and procurement functions are effective, compliant, and aligned with the agency's goals.
