About the position

The Financial Services Division within the Department of Ecology is seeking to fill a Contracts & Grants Payable (Fiscal Analyst 2) position located in Lacey, WA. This role is crucial as it involves the financial review and processing of payments for various agreements that support environmental projects across the state. The majority of the budget managed by the Department of Ecology is allocated to local governments and communities through grants, loans, and contracts aimed at enhancing environmental improvements. This position plays a significant role in ensuring that these funds are distributed effectively, thereby creating jobs and promoting economic development while safeguarding public health and the environment. In this position, you will be responsible for performing a full range of accounting functions related to agency contracts, grants, and loans. This includes processing payments, monitoring encumbrances, and ensuring that agreement budgets and effective dates are adhered to. You will collaborate with environmental staff to manage agreements effectively and ensure data accuracy across various agency and statewide information technology systems. Additionally, you will prepare and monitor fiscal reports that are essential for agency management and budget staff, such as cost allocation and fund balance reports. The Department of Ecology is committed to protecting Washington State's environment for current and future generations. The Financial Services mission is to manage the agency's financial resources to support the achievement of environmental goals and strategic priorities. This position requires a minimum of one day per week in the office, with options for telework and flexible scheduling available depending on the needs of the position. Responsibilities

  • Perform the full range of accounting functions for agency contracts, grants, and loans.
  • Process payments and record encumbrances for agreements.
  • Monitor agreement budgets and effective dates.

  • Ensure data accuracy in various agency and statewide information technology systems.

Requirements

  • A total of six years of experience and/or education in accounting or bookkeeping.
  • Experience in accounting or bookkeeping is required.
  • Education with a major study in a financial related field or any degree which includes 18 quarter or 12 semester hours in accounting, auditing, or budgeting.
  • Basic proficiency using Microsoft Office products including Word, Excel, and Outlook.

Nice-to-haves

  • Two years of accounting or bookkeeping experience.
  • State or local government accounting or bookkeeping experience.
  • Knowledge of the Agency Financial Reporting System (AFRS) and Financial Toolbox.
  • Intermediate proficiency with agency standard software applications and systems.
  • Ability to prioritize tasks and maintain organization.
