About the position

The Contracts Manager at LMR Technical Group will oversee all aspects of the Contracting and Pricing Department, ensuring effective management of contracts from inception to completion. This role involves supporting proposal development, negotiating contracts, and ensuring compliance with federal regulations, while also mentoring staff and maintaining communication with government and commercial contractors.

Responsibilities

  • Lead cradle to grave contracting process.
  • Administer contracts including support of negotiations, preparing correspondence, and maintaining documentation.
  • Perform commonly used contracting methods related to pre-award, post-award and/or price/cost analysis functions.
  • Serve as a liaison with Government and commercial contractors regarding contracting issues.
  • Participate in program reviews, status briefings, and customer interaction.
  • Maintain updates and communicates bid and proposal information.
  • Manage company contract files in accordance with acquisition regulations.
  • Administer and/or closeout contracts in accordance with regulatory guidance and procedures.
  • Review invoices and statements verifying information, ensuring sufficient funds have been obligated.
  • Analyze and reconcile operating reports and take action to ensure that accounts balance.
  • Develop and manage subcontract agreements.
  • Prepare modifications for subcontractor actions.
  • Review Non-Disclosure Agreements and Teaming Agreements.
  • Participate in preparation of proposals including pricing and scheduling details.
  • Develop cost/price proposal exhibits and define pricing requirements in the proposal planning process.
  • Coordinate review of the pricing volumes with management.
  • Mentor staff to ensure their understanding of procurement terms and methodologies.

Requirements

  • Bachelor's Degree with focus in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization and management.
  • 10+ years of experience in federal contracting.
  • Intimate Knowledge of the FAR and DFARS.
  • General knowledge of the proposal life cycle and contract types.
  • Experience with Concepts of Cost vs. Price and general knowledge of cost accounting structures.
  • Ability to accurately develop and maintain pricing models and perform complex cost analysis functions.
  • In-depth working knowledge of federal procurement regulations and policies.
  • Excellent writing and communication skills.

Nice-to-haves

  • MBA or Master's Degree.
  • Proficiency in the use of COSTPOINT accounting enterprise resource planning platform.
  • Ability to attain eligibility for a SECRET Security Clearance.
