About the position

The Contracts & Purchasing Manager at the Arizona Department of Economic Security (DES) is responsible for overseeing the Contracts and Purchasing Unit within the Division of Child Support Services (DCSS). This role involves managing all aspects of division contracts and purchasing products, ensuring accuracy, timeliness, and quality. The position may offer remote work options based on business needs and performance measures, promoting a flexible work culture.

Responsibilities

  • Provide direct oversight to staff in carrying out a variety of contractual and purchasing related tasks.
  • Draft contract actions, develop statements/scope of work, contractual terms and conditions, and Requests for Proposal (RFP) documents.
  • Participate in vendor evaluation and negotiation activities.
  • Serve as the main liaison between the Division, the Office of Procurement (OP), and the Office of Accounting on contract-related activities.
  • Compile data, develop and compose a variety of reports on agency activities, functions, trends, conditions or volume of specific occurrences, as mandated or determined by State or Federal requirements.
  • Collaborate with Federal, State and Local organizations and individuals to ensure the division is in compliance with established contractual, procurement, and accounting standards.

Requirements

  • Bachelor's degree in business, public administration, management, contracts or related fields OR three (3) plus years procurement experience for the State of Arizona or in the Private Sector.
  • Master's degree in Public Administration is preferred.
  • 3 years of experience in procurement or related field.
  • Knowledge of Federal, State, Department, and Division laws, statutes, rules, regulations, policies, and procedures pertaining to governing contractual agreements and purchasing.
  • Strong communication, conflict resolution, mediation, and collaboration techniques.
