About the position

The Contracts & Purchasing Manager is responsible for leading and directing the District's strategic sourcing and purchasing programs. This role involves negotiating and overseeing contracts to ensure value and savings through effective sourcing strategies. The position requires strong leadership and organizational skills to manage a wide range of technical applications and projects while maintaining effective working relationships with various stakeholders.

Responsibilities

  • Lead and direct the District's strategic sourcing and purchasing programs.
  • Negotiate and oversee District contracts.
  • Deliver value and savings through effective sourcing and negotiating strategies.
  • Establish and maintain good working relationships with stakeholders.
  • Present information effectively and professionally to a broad range of users.
  • Manage a wide spectrum of technical applications and projects.

Requirements

  • Bachelor's degree in Supply Chain Management, Business Administration, Accounting, or a related field.
  • 5 years of experience performing procurement duties, preferably in a government agency.
  • 5 years of demonstrated contract negotiation management experience with a track record of delivering value and savings.
  • 2 years of supervisory experience or equivalent combination of education and experience.
  • ISM or CPPO certification preferred.
  • Excellent organizational, analytical, communication, customer service, and problem-solving skills.
  • Demonstrated leadership and supervisory skills.
  • Self-motivated with a high level of initiative.

  • Experience in government procurement processes.
  • Advanced negotiation skills.
