About the position

The Contracts Specialist, Intermediate Level I, is responsible for preparing acquisition documents that reflect technical and operational requirements for Government approval. This role involves drafting and reviewing various contract-related documents, supporting post-award contract management, and ensuring compliance with DoD procurement processes.

Responsibilities

  • Draft and review Service Contract Act Requests, Performance Work Statements (PWSs), Statements of Work (SOWs), Statements of Objectives (SOOs), labor category descriptions, Justification and Approval (J&A) documents, Independent Government Cost Estimates (IGCEs), Quality Assurance Surveillance Plans (QASPs), Acquisition Plans (APs), and Acquisition Strategies (ASs).
  • Prepare limited competition memos, including the use of non-DoD contract vehicles and sole source justifications.
  • Provide input into the proposal evaluation process.
  • Support Program Management (PM) post-award by preparing monthly status updates, tracking funds expended-to-date, and conducting variance analyses to identify significant issues that require Government action.
  • Facilitate the processing of contract invoices through Wide Area Work Flow (WAWF).
  • Enter and review data in the portfolio management database and generate validated reports.

Requirements

  • Active Secret clearance is required.
  • Bachelor's Degree in Business, Economics, or a related field preferred; four additional years of related experience can substitute for the degree.
  • A minimum of five years of related experience in developing and supporting contract formation specialist functions, including procurement documentation.
  • Experience with DoD Program Executive Office (PEO), Project Manager (O6 PM), or Product Manager (O5 PdM) is required.

Nice-to-haves

  • CFCM (Certified Federal Contracts Manager), CPCM (Certified Professional Contracts Manager), or CCCM (Certified Commercial Contracts Manager) certifications preferred.
  • DAWIA or FAC-C Level II or III certifications are preferred.
  • Strong attention to detail and organizational skills.
  • Ability to manage multiple tasks and work in a fast-paced environment.
  • Knowledge of DoD procurement processes and related documentation.
