About the position

Monterey One Water is seeking a technically skilled and dynamic administrator to serve as their next Controller/Assistant Director of Finance. This critical position is ideal for a capable professional ready to take charge of the financial operations of a forward-thinking water agency. The successful candidate will work in partnership with the Director of Finance to oversee key financial functions for the Agency, including audits and financial reporting, accounts payable (AP), procurement, payroll, and general ledger management. This role includes oversight of five direct staff and an approximate departmental budget of $2 million. Additionally, the Controller/Assistant Director of Finance will assist the Director of Finance in the preparation of the Agency's annual $90 million budget and long-range financial planning. The position aims to improve efficiency and internal controls, seek opportunities to optimize processes, and set a high standard for compliance. The ideal candidate will have a background in public sector or special district finance, with prior annual and single audit experience, including working directly with auditors, compiling necessary documentation, and handling all aspects of financial reporting and compliance with GASB. Experience in implementing a new enterprise resource planning (ERP) system is also highly desirable. This role is crucial for upholding the organization's financial health and regulatory compliance, and the ideal candidate will be a confident leader capable of inspiring collaboration among staff, communicating effectively at every level of the organization, and navigating teams through change.

Responsibilities

  • Oversee essential accounting functions and manage audit preparation and the ACFR process.
  • Establish and maintain internal controls for financial operations.
  • Collaborate with the Director of Finance to set and execute long-term financial strategies.
  • Provide consistent and supportive leadership for the Finance team, prioritizing culture creation and opportunities for growth.
  • Ensure compliance with financial regulations and standards, including GASB.
  • Assist in the preparation of the Agency's annual budget and long-range financial planning.
  • Optimize financial processes and improve operational efficiency.

Requirements

  • Bachelor's degree in accounting, finance, business administration, public administration, or a closely related field.
  • Five (5) years of increasingly responsible supervisory experience in accounting and finance administration.
  • Possession of a valid driver's license and satisfactory driving record.
  • Certified Public Accountant (CPA) or Certified Management Accountant (CMA) certification is preferred.
  • Experience in public sector or governmental agency finance.

Nice-to-haves

  • Certifications issued in investments by the California Municipal Treasurers Association (CMTA) or the Association of Public Treasurers of the United States and Canada (APT US&C).
  • Active membership in the Governmental Finance Officers Association (GFOA) or California Society of Municipal Finance Officers.
  • Experience in utility billing.
