About the position

The Controller is responsible for developing and overseeing the implementation of strategic and operational objectives and plans according to best practices and internal and external requirements. This role involves managing various financial functions including accounts receivable, accounts payable, payroll, and membership accounting, while supervising the Assistant Controller and Accountants. The position requires a high degree of discretion and independent judgment, and aims to ensure fiscal accountability and effective integration of departmental goals.

Responsibilities

  • Identifies, develops, plans, and executes strategies to ensure effective integration of departmental goals.
  • Develops and monitors internal control systems for fiscal accountability.
  • Directs cash management, investment, and retirement plan activities.
  • Oversees financial transactions in accordance with laws and regulations.
  • Manages preparation for external audits and oversees internal financial audits.
  • Leads the development and implementation of best practice methodologies.
  • Anticipates technology needs and manages vendor performance.
  • Develops policies and ensures implementation of procedures and guidelines.
  • Develops and manages the department budget.
  • Promotes an environment that supports the organization's strategy, vision, mission, and values.
  • Hires, develops, and supervises staff.

Requirements

  • Bachelor's Degree in Finance or related field.
  • At least seven years of experience in financial accounting in healthcare.
  • At least six years in a management/supervisory capacity in finance.
  • Expert knowledge of financial accounting theory, principles, practices, and regulations including GAAP and GASB.
  • In-depth knowledge of automated financial and accounting reporting systems.
  • Strong financial acumen and ability to interpret key financial indicators.
  • Strong skills in budget development and management.
  • Excellent interpersonal, oral, and written communication skills.
  • Advanced project management skills.

Nice-to-haves

  • Experience in health plan, Medicare, and/or Medi-Cal financial accounting.
  • Experience in commercial health plan financial accounting.
