About the position

The Technology Oversight Officer (TOO) at Aries Services LLC is responsible for managing the relationship between the Municipality of Norristown and its Managed Service Provider (MSP). This role oversees daily IT operations, ensures the security and efficiency of IT systems, and provides strategic leadership to align technology initiatives with municipal goals. The TOO will also drive cybersecurity efforts and lead IT improvements, ensuring continuous service delivery and the implementation of best practices.

Responsibilities

  • Serve as the primary point of contact between the Municipality of Norristown and the Managed Service Provider (MSP).
  • Oversee vendor performance, ensuring compliance with SLAs and monitoring the quality of services provided by the MSP.
  • Act as an intermediary for issue resolution and service escalations.
  • Manage the onboarding and offboarding processes, ensuring smooth transitions during MSP changes.
  • Supervise daily IT operations, including help desk support, network monitoring, and system administration.
  • Ensure the municipality's IT infrastructure is reliable and secure.
  • Oversee the maintenance and optimization of IT systems, ensuring uptime and stability.
  • Collaborate with the MSP to ensure cybersecurity practices are robust and followed.
  • Provide strategic guidance on long-term technology decisions in collaboration with municipal leadership.
  • Develop and execute bi-annual IT plans, aligning technology initiatives with municipal goals.
  • Lead monthly progress reporting, highlighting key milestones, performance metrics, and action plans.
  • Conduct cybersecurity assessments, advise on improvements, and help implement data protection protocols.
  • Promote multi-factor authentication, vulnerability assessments, and ensure compliance with security standards.
  • Provide cybersecurity training to staff and end-users, focusing on emerging security threats.
  • Maintain clear and updated documentation on IT configurations, systems, and policies.
  • Facilitate knowledge transfer from MSP to municipal staff, ensuring continuity in case of transition.

Requirements

  • Master's degree in a relevant field.
  • Bachelor's degree in IT or related discipline.
  • Proven experience in network administration and IT infrastructure management.
  • Strong background in vulnerability assessment and cybersecurity practices.
  • Experience in project management and leadership roles.
  • Excellent communication and negotiation skills.
  • Ability to manage relationships with vendors and service providers.
  • Strong problem-solving skills and adaptability in a fast-paced environment.
