About the position

The Regional Recertification Specialist plays a crucial role in overseeing the recertification process at the site level within the affordable housing sector. This position requires a comprehensive understanding of recertifications, program compliance, and resident relations. The specialist will be responsible for ensuring that all recertification processes are completed accurately and in a timely manner, adhering to the guidelines set forth by Harbor Group's Standard Operating Procedures and HUD Handbook 4350.3. In this role, the specialist will process and collect resident information, including third-party verifications, to determine eligibility for continued occupancy. They will also handle the processing of certifications as needed, ensuring the proper calculation of income, assets, and rent levels. The position demands a proactive approach to managing recertification schedules, ensuring that all necessary actions are taken before the effective date. The specialist will work closely with site team members to coordinate appointments with residents, prepare and distribute recertification notices, and provide guidance and training to onsite team members regarding compliance duties. Regular communication with the Regional Compliance Manager and the Director of Compliance is essential, as the specialist will provide monthly status reports and assist in creating corrective action plans for communities that fall out of compliance. This position requires approximately 60% travel to various communities within the assigned portfolio, making it essential for the specialist to be adaptable and organized in their approach to managing multiple sites.

Responsibilities

  • Oversee the completion of the recertification process at the site level.
  • Process annual certifications along with lease renewals and submit required packages for review and approval.
  • Prepare and distribute recertification notices to assigned portfolio and distribute them to applicable team members.
  • Coordinate with site team members to schedule required appointments with residents to support the recertification process.
  • Regularly review recertification schedules to ensure they are processed prior to the effective date.
  • Work with Property Management to ensure that all non-compliant residents receive 21/30 notices.
  • Evaluate and assess the maintenance and accuracy of tenant files in accordance with Harbor Group policies.
  • Provide monthly status reports to the Director of Compliance, Affordable Housing.
  • Collaborate with the Regional Manager and Regional Compliance Manager to assist with the creation of corrective action plans for communities that are out of compliance.
  • Maintain MRI and NextGen systems for the assigned portfolio on a weekly basis.
  • Travel to various sites within the assigned portfolio a minimum of 3 days per week.
  • Work with the Regional Compliance Manager in mandatory pre-audits, audits, and applicable corrective actions.
  • Provide guidance and training for onsite team members performing compliance duties when applicable.
  • Attend industry training(s) as required.
  • Perform special projects as needed and assigned.

Requirements

  • A minimum of three (3) years of experience in affordable & LIHTC multifamily housing properties.
  • Strong written and verbal communication skills.
  • Proficient in Microsoft Word, Excel, and Outlook.
  • Strong knowledge of LIHTC and HUD regulations.
  • Strong knowledge of the IRS 8823 Guide as well as the HUD Manual 4350.3.
  • Ability to work in a fast-paced environment.
