About the position

The Regional Recertification Specialist is responsible for managing the recertification process at the site level within the affordable housing sector. This role requires a strong understanding of recertifications, program compliance, and resident relations, ensuring that all processes are completed accurately and in a timely manner. The position involves significant travel to various communities within the assigned portfolio, emphasizing the need for effective communication and coordination with onsite teams.

Responsibilities

  • Oversee the completion of the recertification process at the site level.
  • Process and collect resident information including third-party verification.
  • Determine eligibility for continued occupancy and process certifications as needed.
  • Ensure proper calculation of income, assets, and rent levels.
  • Work in accordance with Harbor Group's Standard Operating Procedures and HUD Handbook 4350.3.
  • Process annual certifications along with lease renewals and submit required packages for review and approval.
  • Prepare and distribute recertification notices to the assigned portfolio.
  • Coordinate with site team members to schedule required appointments with residents.
  • Regularly review recertification schedules to ensure timely processing.
  • Work with Property Management to ensure non-compliant residents receive 21/30 notices.
  • Evaluate and assess the maintenance and accuracy of tenant files according to Harbor Group policies.
  • Provide monthly status reports to the Director of Compliance, Affordable Housing.
  • Collaborate with Regional Manager and Regional Compliance Manager on corrective action plans for non-compliant communities.
  • Maintain MRI and NextGen systems for the assigned portfolio weekly.
  • Travel to various sites within the assigned portfolio a minimum of 3 days per week.
  • Assist in mandatory pre-audits, audits, and applicable corrective actions with the Regional Compliance Manager.
  • Provide guidance and training for onsite team members performing compliance duties.
  • Attend industry training as required.
  • Perform special projects as needed.

Requirements

  • Minimum of 3 years of experience in affordable & LIHTC multifamily housing properties.
  • Strong written and verbal communication skills.
  • Proficient in Microsoft Word, Excel, and Outlook.
  • Strong knowledge of LIHTC and HUD regulations.
  • Strong knowledge of the IRS 8823 Guide and HUD Manual 4350.3.
  • Ability to work in a fast-paced environment.
