About the position

The position involves providing legal advice and counsel to Navy Federal Credit Union on a variety of legal matters, particularly focusing on data privacy and information security. The role requires interpreting legal requirements and effectively communicating them to business units and external stakeholders, overseeing litigation, and managing outside counsel. The position reports directly to the Associate General Counsel.

Responsibilities

  • Provide legal advice and counsel regarding matters of regulatory compliance, litigation, and contracts including, but not limited to, GLBA, CCPA, EFTA, RFPA, UCC, FCRA.
  • Act as liaison to Navy Federal business units to facilitate, improve, and strengthen operational decision-making through integration of legal analysis as part of the business development process.
  • Advise on legal issues across the full spectrum of Navy Federal's business, including enterprise data governance, information security, collections, credit cards, secured and unsecured consumer lending, student lending, procurement, and vendor management.
  • Ensure policies/procedures comply with legal and regulatory requirements, including regulations from National Credit Union Administration and Consumer Financial Protection Bureau.
  • Help identify existing and new issues pertaining to corporate compliance with state and federal regulations to ensure necessary policies, strategies and procedures are implemented.
  • Respond to senior attorney and management requests for specific legal interpretation and/or the application of laws and regulations.
  • Assist in providing litigation support and appropriate support to outside counsel; monitor work performed by outside litigation counsel and audit associated billing.
  • Interpret and review laws, rules, and regulations affecting Navy Federal operations to optimize business effectiveness.
  • Obtain or provide justification for all expense items.
  • Provide ad hoc project support requiring additional legal review and research to the General Counsel Office and Navy Federal committees, other departments and senior management regarding legal issues.
  • Perform other duties as assigned.

Requirements

  • Juris Doctor from an accredited law school, fully accredited by the American Bar Association.
  • Licensed to practice law and in good standing with the bar of that state, willing and able to become licensed to practice law in Virginia or register for limited admission as a Virginia corporate counsel.
  • Experience in regulatory compliance, litigation, and/or contracts, preferably involving financial institutions (law firm, in-house, and/or JAG Corps).
  • Effective interpersonal, leadership, negotiating, and consulting ability.
  • Ability to present findings and conclusions clearly and concisely.
  • Experience in managing multiple priorities independently and/or in a team environment to achieve goals.
  • Effective organizational, planning and time management skills.
  • Advanced research, analytical, and problem solving skills.
  • Advanced oral and written communication skills.

Nice-to-haves

  • Working knowledge of financial services industry and financial institution operations.
  • Familiarity with Navy Federal's functions, objectives, and mission.
  • 2+ years of experience practicing law.
  • Strong understanding of GLBA, CCPA, FCRA, and other relevant privacy laws.
  • Experience in drafting privacy policies and negotiating privacy-related contracts.
  • Experience in incident response and drafting breach notification letters.
