About the position

The Research Development and Acquisition (RDA) CI Analyst within the C5ISR team at HII Mission Technologies plays a crucial role in supporting the Department of Defense (DoD) by providing critical analysis and insights into the research, development, and acquisition processes for various defense capabilities. This position is based at Fort Meade, MD, and involves evaluating current and emerging technologies, assessing program performance, and recommending improvements to ensure the effective and efficient delivery of defense solutions. The ideal candidate will possess a strong background in defense acquisition, analytical skills, and a thorough understanding of DoD research and development processes. In this role, the analyst will develop long-range objectives and strategic plans for the corporation or major division by identifying internal and external strategic issues that could affect growth and profitability. This includes scanning the environment for business opportunities, maintaining surveillance over the market, and performing financial analysis of acquisition processes. The analyst will also develop and monitor profitability, productivity, and growth targets, prepare acquisition proposals, recommend financial and non-financial strategic objectives and alternatives, and implement and maintain strategic and operational plans. The analyst will conduct comprehensive analyses of research, development, and acquisition programs to identify strengths, weaknesses, opportunities, and threats. They will develop detailed reports, briefings, and presentations to communicate findings and recommendations to senior leadership and stakeholders. Collaboration with cross-functional teams, including engineers, scientists, and program managers, is essential to gather and validate information. The analyst will support the planning and execution of research and development initiatives, ensuring alignment with DoD strategic goals and objectives, and monitor and evaluate program performance, providing recommendations for improvements and corrective actions as needed. Additionally, the analyst will assist in the development of policy recommendations and strategic plans to enhance the effectiveness of RDA processes, providing subject matter expertise on research, development, and acquisition to various internal and external stakeholders while ensuring compliance with all relevant regulations, policies, and procedures in the conduct of research and analysis activities.

Responsibilities

  • Provide subject matter expertise on research, development, and acquisition to various internal and external stakeholders.
  • Ensure compliance with all relevant regulations, policies, and procedures in the conduct of research and analysis activities.

Requirements

  • 10 years relevant experience with a Bachelor's in a related field (e.g., Engineering, Science, Business Administration, or a related discipline); 8 years relevant experience with a Master's in a related field; or High School Diploma or equivalent and 14 years relevant experience.
  • 10 years of experience in defense acquisition, research and development, or a related field.
  • Strong understanding of DoD acquisition processes, regulations, and best practices.
  • Proficiency in using analytical tools and software (e.g., MS Office, statistical analysis software).
  • Excellent written and verbal communication skills, with the ability to present complex information clearly and concisely.
  • Strong problem-solving skills and the ability to think critically and strategically.
  • Demonstrated ability to work independently and collaboratively in a fast-paced, dynamic environment.
  • Active TS/SCI security clearance required; must be willing to submit to CI Polygraph exam.

  • Experience working directly with military personnel and understanding of military culture.
  • Knowledge of DoD research and development policies, procedures, and organizational structure.
  • Familiarity with emerging technologies and their potential applications in defense operations.

  • Experience with project management and the ability to manage multiple tasks and priorities effectively.
