About the position

The City of Salem Municipal Court is seeking dedicated Court Operations Specialists to join our team. This role is essential in supporting the operations of the Municipal Court, which is a separate entity within the City government. The presiding judge is elected every four years, and the court handles approximately 63,000 parking and traffic violation cases annually. The court receives between 500 to 1,000 emails and pieces of mail each week, along with around 150 telephone calls daily. The Court Operations Specialist will be responsible for entering defendants' pleas, adjudicating traffic and parking citations based on judicial authority and the driving history of defendants, and managing a variety of administrative and operational duties that support court processes. This position requires the maintenance and preservation of confidential records related to financial, personal, medical, and law enforcement information. The vision of the Municipal Court is to ensure fair and impartial justice through innovation and education, empowering individual and community solutions. As a Court Operations Specialist, you will work in a fast-paced environment, providing service and assistance to the public at the Violations Bureau. You will learn about legal processes, including the entry of pleas, adjudication of violations, and accessing defendants' driving histories using Law Enforcement Data Systems. The role demands multitasking and the ability to remain calm and professional in stressful situations, as you will frequently interact with the public, including individuals who may be emotionally charged or in crisis. Your daily responsibilities will include checking in defendants, preparing records for court appearances, processing incoming mail and emails, accepting pleas, setting violation trials, and initiating payment plans. You will also support the Municipal Judge during violation arraignment dockets, perform real-time data entry of courtroom proceedings, and manage court records and documents. This position is critical to the functioning of the Violations Bureau and requires a detail-oriented individual who can handle a variety of tasks effectively and efficiently.

Responsibilities

  • Provide service and assistance to members of the public at the Violations Bureau.
  • Enter defendants' pleas and adjudicate traffic and parking citations.
  • Initiate, maintain, and preserve defendant records of court actions.
  • Process incoming mail and emails received by the court.
  • Check in defendants and prepare records for their court appearance.
  • Set violation trials and issue notices to defendants for 'Guilty by Default' judgments.
  • Initiate and monitor payment plans and community service contacts as ordered by a judge.
  • Perform real-time data entry of courtroom proceedings into the computer system.
  • File court records and documents; scan all court records and documents.
  • Respond to public records requests and manage court archive records.

Requirements

  • High school diploma or GED.
  • Two years of experience in a general clerical role involving high volume public contact.
  • Ability to pass a pre-employment background check and obtain Criminal Justice Information System clearance.
  • Experience managing high volume calls and multitasking effectively.
  • Demonstrated attention to detail and high-quality work.

Nice-to-haves

  • Bilingual skills.
  • Previous experience with Law Enforcement Data Systems (LEDS).
  • Knowledge of court procedures and legal terminology.
  • Familiarity with traffic violations and DMV regulations.
