About the position

The Child Protective Services (CPS) Program Manager at Loudoun County Department of Family Services is responsible for overseeing the CPS unit, ensuring the safety and well-being of children and families at risk of abuse or neglect. This role involves managing staff, implementing program strategies, and ensuring compliance with relevant regulations while providing leadership in a 24/7 response environment. The Program Manager will utilize evidence-based practices and collaborate with various stakeholders to enhance service delivery and community support.

Responsibilities

  • Direct and support the work of staff receiving and validating reports of child abuse or neglect.
  • Provide clinical and administrative supervision, mentoring, and coaching to supervisors and staff.
  • Formulate and implement administrative and operational strategies for program development and quality assurance.
  • Manage and monitor program budget and expenditures.
  • Evaluate program outcomes to ensure compliance with policies and procedures.
  • Oversee recruitment, hiring, development, training, and retention of talent.
  • Provide performance feedback and conduct annual evaluations.
  • Implement best and evidence-based practices in service delivery.
  • Collaborate with other programs and community organizations to address unmet needs.
  • Respond to inquiries from senior managers, clients, and community members.
  • Serve as the agency representative on local, regional, and state committees.
  • Manage grants and oversee contract invoicing and service outcomes.

Requirements

  • Bachelor's degree in a related field; Master's degree may be required depending on the program.
  • Five years of related work experience, including one year of supervisory or team lead experience.
  • General knowledge of the human services system, particularly in CPS.
  • Leadership experience in a team environment.
  • Knowledge of family services system of care philosophy and values.
  • Ability to think critically and creatively to resolve problems.
  • Experience in establishing effective working relationships with diverse stakeholders.
  • Excellent organizational and time management skills.
  • Strong oral and written communication skills.

Nice-to-haves

  • Currently licensed or license-eligible in Virginia as a LCSW or LPC.
  • Experience interpreting and monitoring adherence to complex policies and regulations.
