About the position

The purpose of this position is to analyze, monitor, and report on programmatic and financial activities of state funded grant programs. Programmatic responsibilities include assisting with or implementing grants administration oversight from pre-award, award, post-award, monitoring, and closeout activities. Financial management includes, but not limited to, making payments or charges to internal and external grant customers, monitoring monthly accruals and notifying grant project manager of any budget issues, preparing quarterly financial reports, ensuring proper documentation and records are maintained for audits, assisting in audit preparation, entering grant statistics into a local database, preparing data for grant reporting, and performing other programmatic and financial grant duties as assigned. This position provides programmatic and financial support, leadership, and technical assistance to internal grant project directors, and applies state grant guidelines to ensure compliance. This position assists with special projects as assigned. This position operates independently in performing programmatic and fiscal accounting duties. This position applies judgment and guidelines to solve daily problems related to grants management. This position anticipates and analyzes possible consequences of programmatic and fiscal grant decisions.

Responsibilities

  • Oversee grant programmatic duties including administering assigned grant programs and ensuring compliance with applicable grant provisions, regulations, and statutes.
  • Conduct meetings to inform organizations and individuals of the availability of funds for programs and projects, soliciting grant applications and requests.
  • Review a variety of applications and recommend and/or approve funding for grants or projects.
  • Create, provide materials and assist the Director of CATPA with project and contract negotiations as well as audits.
  • Monitor grant programmatic implementation to ensure compliance with state and federal statute, rules, and regulations.
  • Prepare quarterly and final reports, enter data into an internal tracking database, and perform grant reconciliation.
  • Analyze data, provide statistics and graphics for grant applications, and prepare budget modifications and grant extensions.

Requirements

  • Seven years of professional grant management and fiscal management experience that included planning, coordinating, monitoring or managing grants or other restricted funds.
  • Bachelor's degree in any field AND three years of full-time professional grant management and fiscal management experience that included planning, coordination, monitoring or managing grants or other restricted funds.

  • Experience with grant writing and issuing grants to partner agencies/sub recipients.
  • Experience with process improvement, project management, and accounting.
  • Proficient communication, interpersonal, and customer service skills.
  • CORE accounting system experience.
