As the Department of Defense's (DoD) Coordinating Authority and Mission Advocate for Countering Weapons of Mass Destruction (CWMD), the SOCOM J10 plays a critical role in providing department-wide situational awareness of CWMD issues. This position is responsible for shaping priorities, informing policy, enhancing activities, and identifying gaps and seams for capability and resource allocation to further campaign objectives for the DoD. The contractor will facilitate coordination between the DoD and interagency and intelligence community partners through the Office of the Secretary of Defense (OSD) and the Joint Staff, while also integrating international allies and partners into CWMD planning efforts with and through the Geographic Combatant Commands (GCCs). The contractor will support the Operational Planning Team (OPT) in developing and coordinating plans and courses of action aimed at controlling, defeating, disabling, and disposing of Weapons of Mass Destruction (WMD) in alignment with DoD Directive 2060.02. This role includes providing support to the United States Special Operations Command (USSOCOM) in communications planning as part of CWMD initiatives, building content and structure for a portion of the releasable SIE Strategic Plan that supports the new CWMD planning and synchronization mission, and reviewing internal and external CWMD policy, strategy, and doctrine documents to ensure compliance with USSOCOM J6/CIO policies. Additionally, the contractor will draft SIE policies based on the CWMD synchronization mission, assist in drafting goals and objectives that integrate organizational and Major Command CWMD Cell C4I objectives, and present analysis results in both written and verbal formats for review and decision-making by appropriate USSOCOM CWMD Cell authorities. The contractor will also be responsible for developing and maintaining an electronic resource for mission continuity accessible by all stakeholders, as well as administering message traffic, publications, and the Joint Training Information Management System (JTIMS).
