About the position

SAIC is seeking a highly motivated Cyber Operations Analyst to provide support to the Cybersecurity Integrity Center (CIC) within the Department of State Bureau of Information Resource Management (IRM). This position is based in Beltsville, MD, with duties also performed in downtown Washington, D.C. The CIC is responsible for cybersecurity monitoring, threat analysis, incident response, and infrastructure remediation across the State Department's IT infrastructure. The successful candidate will work in a 24x7x365 operational environment, with a shift schedule of Sunday to Thursday from 6 AM to 2 PM, requiring onsite presence on Sundays and Thursdays. In this role, the Cyber Operations Analyst will utilize their in-depth knowledge of cyber capabilities and the CIC processes to identify, track, and resolve issues affecting training, exercises, and daily operations. The analyst may also provide crisis action and deliberate planning support for both offensive and defensive operations. It is essential to ensure that exercise activities adhere to customer exercise plans, policies, and procedures, establishing overall objectives and priorities for the joint exercise program. The analyst will be expected to synchronize plans and requirements with major exercises, review and evaluate cyber policy directives, assist customers in identifying and developing requirements, and provide technical research analysis and recommendations to support cyberspace operations. Additionally, the role requires applying analytical methodologies to assess performance measures for operational scenarios, developing documents such as after-action reports, and drawing lessons learned from exercises. The position demands frequent use of technical standards, principles, theories, concepts, and techniques relevant to cybersecurity operations.

Responsibilities

  • Utilize in-depth knowledge of cyber capabilities and the Cybersecurity Integrity Center (CIC) process to identify, track, and resolve issues affecting training, exercises, and daily operations.
  • Provide crisis action and deliberate planning support for offensive and defensive operations.
  • Ensure exercise activities adhere to customer exercise plans, policies, and procedures to establish overall objectives, priorities, and plans for the joint exercise program.
  • Synchronize plans and requirements with major exercises.
  • Review and evaluate cyber policy directives/documents and issue papers.
  • Assist customers with identifying and developing requirements.
  • Provide technical research analysis and recommendations to develop cyberspace courses of action, tactics, techniques, and procedures to support cyberspace operations.
  • Apply analytical methodologies to assess measures of performance for operation scenarios.
  • Develop documents such as after-action reports, lessons observed and learned, as well as results and conclusions.

Requirements

  • Bachelor's degree in a relevant field.
  • Five (5) years or more of experience in cybersecurity; additional experience may be accepted in lieu of a degree.
  • Expertise in identifying, capturing, containing, and reporting on malware infections.
  • Experience designing incident response for cloud service models.
  • Experience performing damage assessments.
  • Ability to recognize and categorize types of vulnerabilities and associated attacks.
  • Active Secret clearance with the ability to obtain Top Secret clearance.
