About the position

The Cybersecurity Analyst at Irvine Ranch Water District (IRWD) is responsible for protecting the confidentiality, integrity, and availability of the District's systems and data. This role involves developing and implementing cybersecurity strategies, managing day-to-day cybersecurity operations, and collaborating with external agencies to ensure compliance with industry standards. The ideal candidate will have a strong foundation in IT security practices, particularly within the public utility sector, and will be proactive in safeguarding sensitive information.

Responsibilities

  • Assist in defining enterprise cybersecurity policies, standards, guidelines, and procedures.
  • Develop and implement strategies to balance security recommendations with business needs.
  • Maintain, test, and execute the Incident Response Plan for cybersecurity incidents.
  • Identify vulnerabilities in current system designs and recommend solutions.
  • Perform project management duties on assigned systems projects.
  • Monitor vendor and third-party security reports to apply security patches proactively.
  • Analyze cybersecurity incident-related data and determine appropriate responses.
  • Provide emergency response to reduce downtime and correct errors.
  • Research and gather costing information for hardware and software; assist in budget preparation.
  • Provide reporting on system security status and relevant cybersecurity data.
  • Conduct disaster recovery analysis, planning, implementation, testing, and administration.
  • Implement and monitor access controls through security impact analyses.
  • Coordinate and communicate cybersecurity projects with all District departments.
  • Design and implement cybersecurity awareness programs for employees and stakeholders.
  • Stay current with developments in cybersecurity risk management techniques and technologies.
  • Evaluate and integrate new tools and methodologies to enhance training effectiveness.
  • Maintain effective relationships with various departments and external agencies.

Requirements

  • Equivalent to a bachelor's degree in computer science, management information systems, or a related field.
  • Five years of experience in network architectures, IT communications, and cybersecurity, with at least three years in a lead or expert capacity.
  • Experience with cybersecurity for cloud, wireless, Cisco network equipment, and Checkpoint firewall software is desired.
  • Familiarity with NIST CSF or ISO 27001 is desired.
  • A valid Class ‘C' California Driver's License may be required.
  • Information security certification such as CISSP, GCIH, or CISA is desired.
  • Knowledge of Microsoft 365 and Microsoft Azure, Windows and Linux server administration.

  • Ability to analyze, interpret, summarize, and present technical information effectively.
