About the position

The Cybersecurity FMS Analyst position at Banner Defense, Inc. is a critical role within the Cyber Division of the Engineering Directorate at PM STORM. This position is designed for a qualified candidate with a strong background in Foreign Military Sales (FMS) cybersecurity, particularly in a project office environment. The successful candidate will be responsible for overseeing and managing cybersecurity efforts, ensuring compliance with the Risk Management Framework (RMF), and maintaining the Authorization to Operate (ATO) for all fielded products provided to Partner Nations (PNs) in accordance with Department of Defense (DoD) policies. In this role, you will provide direct oversight and execution of cybersecurity compliance and cyber hardening activities carried out by the contractor team. You will engage in program management activities that involve implementing and monitoring cybersecurity efforts for FMS tactical systems. This includes developing FMS case documentation that encompasses program plans, budgets, schedules, and system security management documentation. As the Subject Matter Expert (SME) for FMS Cyber, you will be responsible for briefing internal stakeholders and PNs during country Program Management Reviews (PMRs) and participating in FMS Cyber working groups as necessary. Your expertise in system security engineering will be crucial as you provide recommendations for cyber hardening, including the identification, assessment, and authorization of cybersecurity compliance for various systems operating in both classified and unclassified environments. You will also be tasked with developing and maintaining Plans of Action & Milestones (POA&Ms) for PNs, assessing product upgrades, and recommending security measures to address potential cybersecurity threats. Additionally, you will review system requirements, conduct gap analyses, and participate in Cyber Integrated Product Teams (IPTs) and working groups with government agencies. This position requires a proactive approach to managing cybersecurity efforts within FMS cases and providing regular status updates to leadership. The ideal candidate will possess a blend of technical expertise, project management skills, and the ability to communicate effectively with various stakeholders.

Responsibilities

  • Provide direct oversight, management, and execution of cybersecurity and Risk Management Framework (RMF) related tasks.
  • Ensure all fielded products to Partner Nations (PNs) obtain and maintain an Authorization to Operate (ATO) per DoD policy.
  • Perform program management activities associated with implementing and monitoring cybersecurity efforts of PNs' FMS tactical systems.
  • Serve as the STORM FMS Cyber SME and brief internal PM STORM stakeholders and PNs at country PMRs.
  • Provide system security engineering expertise and cyber hardening recommendations.
  • Develop and maintain accurate and effective Plans of Action & Milestones (POA&Ms) for PNs.
  • Assess and recommend product upgrades, patches, and cybersecurity posture improvements.
  • Review current and future systems requirements, gap analyses, and risk and threat assessment reports.
  • Participate in Cyber IPTs and working groups with internal and external government agencies.
  • Provide daily/weekly status updates to leadership.

Requirements

  • Bachelor's degree or higher.
  • 20+ years of combined experience with PEO/DoD, FMS, and Cybersecurity.
  • Experience in articulating and executing cybersecurity statements of work.
  • Knowledge of software development processes and Army Acquisition including AGILE development and tools.
  • Ability to translate operational requirements into detailed cybersecurity requirements.
  • CompTIA Security+ certification or higher is required.
  • Relevant experience performing engineering, technical analysis, or project management experience.
  • Must be able to independently perform technical and senior project analyst aspects of project tasks.
