About the position

The City of Durango's Information Technology (IT) Department is seeking a Cybersecurity Systems Analyst II to enhance the security and efficiency of our comprehensive computerized information systems. This role is pivotal in administering and managing various IT platforms, including Active Directory, Microsoft Office 365, Exchange, and Entra ID. The successful candidate will be responsible for managing user accounts and policies within Microsoft Active Directory, ensuring that our systems are resilient and capable of supporting the City's operational needs. Additionally, the role involves troubleshooting and resolving issues across Office 365, ensuring that staff are kept informed of the latest features and functionalities available to them. As a key member of our Cybersecurity team, the Cybersecurity Systems Analyst II will assist in maintaining robust security configurations, participate in incident management, and contribute to the development of cybersecurity policies and tabletop exercises. This position will also involve administering our intranet and internal communications, as well as participating in the annual IT budget process with a focus on security and system improvements. The IT team supports over 300 users across multiple facilities, including the Recreation Center, the 911 Durango Communications Center, and the Durango La Plata County Airport, making this role integral to the overall IT operations of the City. In this position, you will leverage your technical expertise to create and manage user accounts, groups, rights, passwords, and policies within Microsoft Active Directory, while also configuring and administering Group Policy. You will be expected to set up, maintain, and decommission network and Microsoft 365 user accounts, manage Microsoft 365 licenses, and troubleshoot issues across the Microsoft 365 platform. Your contributions will help clean up and reorganize Active Directory to improve resilience to organizational changes, and you will assist the Cybersecurity team in maintaining security configurations, including firewalls, antivirus, email security, and data loss prevention tools. Furthermore, you will develop cybersecurity policies and procedures in collaboration with the IT Director and Security Analyst, participate in cybersecurity incident management, and contribute to the development of cybersecurity tabletop exercises.

Responsibilities

  • Administer and manage Active Directory, Microsoft 365, Exchange, and Entra ID platforms using PowerShell commands and scripting.
  • Create and manage user accounts, groups, rights, passwords, and policies within Microsoft Active Directory; configure and administer Group Policy.
  • Set up, maintain, and decommission network and Microsoft 365 user accounts; manage Microsoft 365 licenses.
  • Troubleshoot and resolve issues across the Microsoft 365 platform and introduce new features to staff.
  • Clean up and reorganize Active Directory to improve resilience to organizational change.
  • Assist the Cybersecurity team in maintaining security configurations, including firewalls, antivirus, email security, and data loss prevention tools.
  • Develop cybersecurity policies and procedures in collaboration with the IT Director and Security Analyst.
  • Participate in cybersecurity incident management.
  • Contribute to the development of cybersecurity tabletop exercises.
  • Support the Infrastructure Team with Teams Phone administration when needed.
  • Administer the City intranet (SharePoint), IT Department intranet sites, and internal communications channels; develop and deliver training in various formats and publish a monthly digital training newsletter.
  • Collaborate with users on programming needs; analyze, test, and install programs.
  • Participate in the annual IT budget process, focusing on Microsoft Office 365, security, and Active Directory initiatives.
  • Evaluate and recommend improvements for assigned systems; work with vendors and suppliers to recommend purchases.
  • Join the IT on-call rotation to provide 24/7 IT coverage for the organization.

Requirements

  • Bachelor's degree with coursework in Management Information Systems, Computer Science, Geographic Information Systems (GIS), Business Administration, or a related field.
  • Four years of progressively responsible experience in supporting desktops, laptops, tablets, servers, and information systems, or an equivalent combination of education, training, and experience.
  • Understanding and experience applying practices, methods, and tools of information technology, including LAN/WAN data communications, network switching, routing, and security protocols.
  • Proficiency in deploying, maintaining, and overseeing email security protocols (DKIM, DMARC, SPF), and managing network storage, server virtualization, and database administration.
  • Experience analyzing, designing, developing, and implementing software, hardware, and network security solutions that achieve system integration and compliance with internet standards and protocols.
  • The ability to interpret complex technical documents, troubleshoot issues, and develop logical solutions to complex computer hardware and software problems.
  • Strong communication skills, with the ability to present technical ideas in user-friendly language and write technical specifications.
