About the position

The Dashboards/ Power Business Intelligence (BI) Expert will play a crucial role in building and enhancing tools for the command in support of the Navy Enterprise Planning System (NEPS) and the Budget and Financial Management Center (BFMC). This position requires a deep understanding of data analytics and business intelligence to transform raw data into actionable insights that support decision-making processes. The expert will serve as a representative on the Warfare Center Enterprise Data Warehouse (EDW) working group, leveraging existing dashboard and BI capabilities to improve data management and reporting. Additionally, the expert will participate in the NEPS Advisory Group (NAG) to gain insights into aggregate planning data necessary for managing and monitoring adherence to NAVSEA key performance indicators (KPIs). The role involves identifying, evaluating, and deploying additional dashboard or BI tools and features that will enhance the existing systems. The expert will be responsible for producing and managing three types of dashboards: Strategic dashboards that provide key performance indicators in a clear and concise manner; Operational dashboards that show work progression and current states of various organizational aspects; and Analytical dashboards that allow users to explore data dynamically for deeper insights. The expert will also develop solutions to monitor adherence to annual Office of the Secretary of Defense (OSD) goals and Government Accounting Office (GAO) audit requirements, ensuring compliance and effective financial management across NAVSEA programs.

Responsibilities

  • Serve as BFMC representative on Warfare Center Enterprise Data Warehouse (EDW) working group to leverage existing Dashboard and BI capabilities.
  • Serve as BFMC member on NEPS Advisory Group (NAG) to gain insight into aggregate planning data required to manage and monitor execution and adherence to NAVSEA key performance indicators (KPIs).
  • Identify, evaluate, and deploy additional Dashboard or BI tools and/or features required, either Government proprietary or open source application software.
  • Produce and manage strategic dashboards focusing on key performance indicators (KPIs).
  • Develop operational dashboards to show work progression for stakeholders and identify problems.
  • Create analytical dashboards that allow users to explore data dynamically for meaningful insights.
  • Develop or refine NAVSEA dashboard solutions for managing, monitoring, and reporting adherence to annual OSD Obligation and Expenditure goals.
  • Deploy dashboard solutions to monitor NAVSEA's adherence to GAO audit requirements.
  • Track NAVSEA Enterprise-Wide Program Objective Memorandum (POM) response impacts on sponsor budget reductions.

Requirements

  • Must be a United States citizen.
  • Must possess or qualify for an active DOD Secret security clearance.
  • NAVSEA, Warfare Center, or Navy experience.
  • Naval Surface or Undersea Warfare budgeting and task negotiation experience preferable.
  • Familiarity with various Navy appropriations and their relation to program planning.
  • Bachelor's degree in engineering, operations management, business management, data analytics, computer science, or a related field with 4 years of relevant experience, or equivalent practical experience.
  • Desired Navy certifications: DAWIA certified at least Level II for Program Management or Business Financial Management (FM), FM Certification, CDFM also a plus.
  • Outstanding verbal and written communications skills; experience in developing and delivering briefings and reports for various audiences.
  • Strong background in requirements development and data analytics, including proficiency in statistical analysis, data visualization, and advanced analytic techniques in a DOD setting.
  • Ability to extract meaningful insights from complex datasets and present them clearly.
  • Proficiency in leveraging data to support decision-making processes and drive operational improvements.
  • Proficiency or familiarity with data sources and systems commonly used in the NAVSEA environment.

  • Experience using Survey Monkey online tool, Qlik and/or Tableau.
  • Specialized experience using Microsoft Office Suite (Excel, PowerPoint, Word, Publisher, Visio, and Teams), Microsoft 365, Power Apps/Power BI, Adobe Pro.
