About the position

The New York City Health Department works every day to protect and promote the health of more than 8.5 million diverse New Yorkers. This includes centering health equity and racial justice in all the work the Agency does. To support this mission, the Bureau of Epidemiology Services (BES) conducts systematic data collection and monitoring, rigorous analysis, and effective data communication. BES seeks to provide accurate and timely public health data to inform decision-making, to optimize data use, and to ensure accurate analysis of health data. The Survey and Data Analysis Unit (SDAU) in BES is responsible for developing, collecting, and facilitating the use of population-based surveillance survey data and other data sources; and providing support to DOHMH in study design, questionnaire development, and survey weighting. The Data Branch of SDAU is responsible for preparing topline reports, summary tables, analytic dataset, documentation materials and other data needs in SDAU. The Data Branch is also responsible for providing rapid response to data requests from other Bureaus, the Commissioner of Health, and external users to help shape programs and policies around the city.

Responsibilities

  • Work under the supervision of a Data Manager in SDAU and be part of a team of data analysts that process and analyze survey data.
  • Advise on agency-wide data use agreements and evaluation of data use proposals for survey data.
  • Respond to data requests.
  • Support the data needs of the NYC Health Panel, including modernizing data systems for the NYC Health Panel.
  • Assist with the preparation of survey datasets managed by the team such as NYC KIDS, Community Health Survey (CHS) and Youth Risk Behavior Survey (YRBS).
  • Maintain the NYC Health Panel participant SQL database, create distribution lists for contacting sampled participants, and conduct analyses for quality control of processes related to the participant database.
  • Train staff to use the NYC Health Panel registration database in SQL and the linked MS Access interface.
  • Help smooth the transition from an MS Access interface to Voxco platform and train staff to use the new system.
  • Contribute to methodological research and analyses related to the NYC Health Panel.
  • Support the creation of analytic and public use datasets from the NYC Health Panel and other surveys conducted by SDAU.
  • Support the creation of topline reports, highlights, codebooks and other documentations from NYC Health Panel surveys and other surveys conducted by the SDAU.
  • Provide high quality and timely ad hoc data requests of all datasets housed in SDAU.
  • Contribute to DOHMH efforts to promote health equity and racial justice.
  • Support other Bureau projects as needed and be an active participant in the ongoing work of the Bureau.

Requirements

  • A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
  • For Assignment Level II and above, a doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or a master's degree with three years of responsible full-time research experience in the appropriate field of specialization.

Nice-to-haves

  • Skills in SQL database design and maintenance, as well as Microsoft Access for front-end interaction with the database.
  • Fluency in statistical packages such as SAS and SUDAAN.
  • Experience with applied data analysis and data management.
  • Familiarity with survey implementation processes.
  • Experience developing protocols for data-related processes.
