About the position

The Data Analytics Expert position at Bowhead is a critical role designed to enhance the command's capabilities in support of the Navy Enterprise Planning System (NEPS) and the Budget Financial Management Center (BFMC). The successful candidate will be responsible for developing and implementing analytical tools that facilitate data collection, analysis, and interpretation, ensuring that the command remains at the forefront of industry trends and advancements in data analytics. This role requires a deep understanding of budgetary processes and the ability to apply data analytics expertise to assist budget specialists and project managers in making informed fiscal decisions. In this position, the Data Analytics Expert will employ statistical analysis and data visualization tools to extract insights from complex datasets and communicate findings effectively. The role involves collaboration with various stakeholders to gather and analyze relevant data from planning and execution sources, producing comprehensive written deliverables such as reports, spreadsheets, databases, and formal process mappings. These deliverables will be crucial for informing managers, executives, and other officials about the findings and recommendations derived from the data analysis. Additionally, the expert will be tasked with developing data-driven reports, briefings, and presentations for senior Navy leadership, managing and reporting on NAVSEA's fiscal and programmatic key performance indicators (KPIs). This includes overseeing the Annual President's Budget (PRESBUD) planning, cash management through the NEPS Budget Allocation Module (BAM), and ensuring alignment with the Office of Secretary of Defense (OSD) benchmarks. The role also emphasizes identifying opportunities for process improvement and optimization based on data analysis results, making it essential for the candidate to possess strong analytical and communication skills.

Responsibilities

  • Demonstrate data collection, data analytics using various analytical tools, and data interpretation of results.
  • Stay current with industry trends and advancements in data analytics, incorporating new methodologies and technologies as appropriate.
  • Apply budget experience and data analytics expertise to support budget specialists and project managers in making informed fiscal decisions.
  • Employ statistical analysis and data visualization tools to effectively extract insights and communicate findings.
  • Ensure data analytics efforts align with organizational objectives.
  • Collaborate with stakeholders to gather and analyze relevant data from planning and execution sources.
  • Produce written deliverables including reports, spreadsheets, databases, formal process mapping, technical design, system testing, and implementation activities explaining findings and recommendations.
  • Develop data-driven reports, briefings, and presentations for senior Navy leadership.
  • Manage, measure, monitor, and report on NAVSEA's fiscal and programmatic key performance indicators (KPIs).
  • Identify opportunities for process improvement and optimization based on data analysis results.

Requirements

  • Must be a United States citizen.
  • Must possess or qualify for an active DOD Secret security clearance.
  • NAVSEA, Warfare Center, or Navy experience is required.
  • Naval Surface or Undersea Warfare budgeting and task negotiation experience is preferable, with insight into Working Capital Fund and General Fund financial operations.
  • Familiarity with various Navy appropriations and how they relate to program planning including: Operation and Maintenance (O&M), Research, Development, Test and Evaluation (RDT&E), Shipbuilding and Conversion (SCN), Other Procurement (OPN), Weapons Procurement (WPN).
  • Bachelor's degree in engineering, operations management or business management, data analytics, computer science, or a related field with 4 years of relevant experience, or the equivalent practical experience.
  • Desired Navy certifications: DAWIA certified at least Level II for Program Management or Business Financial Management (FM), FM Certification, Certified Defense Financial Manager (CDFM) also a plus.
  • Outstanding verbal and written communications skills; experience in developing and delivering briefings and reports for a variety of audiences.
  • Ability to perform frequent internal and external customer interface including regularly scheduled and ad hoc meetings.
  • Strong background in requirements development and data analytics, including proficiency in statistical analysis, data visualization, and advanced analytic techniques in a DOD setting.
  • Ability to extract meaningful insights from complex datasets and present them in a clear and concise manner.
  • Proficiency in leveraging data to support decision-making processes and drive operational improvements.
  • Proficiency or familiarity with data sources and systems commonly used in the NAVSEA environment.

Nice-to-haves

  • Experience using Survey Monkey online tool, Qlik and/or Tableau.
  • Proficiency in Microsoft Office Suite (Excel, PowerPoint, Word, Publisher, Visio, and Teams), Microsoft 365, Power Apps/Power BI, Adobe Pro.
