About the position

Bowhead is seeking a Data Analytics Expert to support the command in the development of tools for the NEPS and BFMC initiatives. This role requires specialized experience in data collection, analytics, and interpretation of results using various analytical tools. The successful candidate will stay abreast of industry trends and advancements in data analytics, integrating new methodologies and technologies as appropriate. The position involves applying budget experience and data analytics expertise to assist budget specialists and project managers in making informed fiscal decisions. The Data Analytics Expert will employ statistical analysis and data visualization tools to extract insights and effectively communicate findings. It is essential that the analytics efforts align with organizational objectives, necessitating collaboration with stakeholders to gather and analyze relevant data from various planning and execution sources. The role includes producing written deliverables such as reports, spreadsheets, databases, formal process mapping, technical design, and system testing documentation, which will explain findings and recommendations to managers, executives, and other officials. Additionally, the expert will develop data-driven reports, briefings, and presentations for senior Navy leadership, manage and report on NAVSEA's fiscal and programmatic key performance indicators (KPIs), and identify opportunities for process improvement based on data analysis results. The position requires a strong background in requirements development and data analytics, with proficiency in statistical analysis and advanced analytic techniques in a DOD setting.

Responsibilities

• Demonstrate data collection, data analytics, and data interpretation using various analytical tools.
• Stay current with industry trends and advancements in data analytics.
• Apply budget experience and data analytics expertise to support budget specialists and project managers.
• Employ statistical analysis and data visualization tools to extract insights and communicate findings.
• Ensure data analytics efforts align with organizational objectives.
• Collaborate with stakeholders to gather and analyze relevant data from planning and execution sources.
• Produce written deliverables including reports, spreadsheets, databases, and technical design documentation.
• Develop data-driven reports, briefings, and presentations for senior Navy leadership.
• Manage, measure, monitor, and report on NAVSEA's fiscal and programmatic key performance indicators (KPIs).
• Identify opportunities for process improvement and optimization based on data analysis results.

Requirements

• Must be a United States citizen.
• Must possess or qualify for an active DOD Secret security clearance.
• NAVSEA, Warfare Center, or Navy experience is required.
• Naval Surface or Undersea Warfare budgeting and task negotiation experience is preferable.
• Bachelor's degree in engineering, operations management, business management, data analytics, computer science, or a related field with 4 years of relevant experience, or equivalent practical experience.
• Outstanding verbal and written communication skills.
• Strong background in requirements development and data analytics, including proficiency in statistical analysis and data visualization.
• Proficiency in leveraging data to support decision-making processes and drive operational improvements.
• Proficiency or familiarity with data sources and systems commonly used in the NAVSEA environment.

Nice-to-haves

• Desired Navy certifications: DAWIA certified at least Level II for Program Management or Business Financial Management (FM).
• FM Certification, Certified Defense Financial Manager (CDFM) is a plus.
• Experience using Survey Monkey, Qlik, and/or Tableau.
