About the position

The Data Architect at Random Bit is responsible for the strategy, vision, and technical approach to managing data across various data stores, particularly in the Medicaid, Medicare, and Health and Human Services sectors. This role involves designing information architecture, developing data models, and ensuring compliance with enterprise objectives. The Data Architect will collaborate with various stakeholders to facilitate data exchanges and support tactical activities related to data governance and management.

Responsibilities

  • Design the information architecture to support an operational data store for data exchanges across the Medicaid Enterprise.
  • Review data architectures for effectiveness, efficiency, and compliance with enterprise objectives.
  • Develop implementation and remediation strategies for data architecture non-compliance.
  • Create an architectural strategy for metadata management, including tooling and governance.
  • Manage metadata models that drive data processing, including data quality and mastering routines.
  • Develop and maintain Conceptual, Logical, and Physical data models at the enterprise level and for specific Medicaid data domains.
  • Review data models with business owners and obtain approval from the data governance council.
  • Define and maintain business rules for data elements in conjunction with business owners and the data governance council.
  • Research new technologies, data modeling methods, and information management systems.
  • Perform data mapping between canonical models and various data formats such as X12 EDI, FHIR, JSON, XML, or proprietary formats.
  • Support database administrators and IT personnel in creating effective and secure data backup and recovery methods.
  • Participate in Data Governance Council meetings, representing architecture and development teams.
  • Collaborate with internal and external personnel to determine project requirements and strategize development timelines.

Requirements

  • Bachelor's degree in information management, data science, Statistics, Public Health, Health Informatics, or a related field.
  • 5+ years of experience working with healthcare data, especially in Medicare, Medicaid, Health and Human Services, Medical Claims, and Financial Management.
  • 5+ years of experience in notations such as UML 2.0 and Archimate.
  • Proficient with relational databases; transactional and analytical.
  • Proficient with NoSQL databases.
  • Creative problem-solver with strong communication skills.

  • Transactional data store data modeling design using relational and document data patterns.
