About the position

The Data Base Consultant position at the Florida Department of Agriculture and Consumer Services is a critical role responsible for leading the design, development, operation, maintenance, security, and integrity of the department's database environments. This position requires a high level of technical oversight and management, particularly in planning, designing, modeling, monitoring, testing, operating, maintaining, and securing Microsoft SQL Server and Oracle database management systems. The consultant will serve as a team lead, guiding the administration, maintenance, and support of these database environments, ensuring that they meet the needs of users and adhere to agency standards and best practices. In this role, the Data Base Consultant will assist users in analyzing, reviewing, coordinating, and implementing new requests, working closely with application development teams to ensure that the logical data model design aligns with agency standards. The consultant will be responsible for coordinating and deploying changes to production databases, including writing T-SQL and PL/SQL stored procedures, functions, packages, and database triggers to enhance security and performance. Additionally, the consultant will assist in bulk data loads, data cleansing, and data migration, utilizing custom scripts and processes to manage data across multiple sources. The position also involves monitoring and troubleshooting database performance, running diagnostic tools to identify bottlenecks, and collaborating with development teams to optimize SQL queries. The consultant will design and maintain automated processes, conduct capacity planning, and develop technical standards for database management. Furthermore, the consultant will be expected to participate in 24/7 on-call support for database environments and ensure compliance with security best practices and regulations. This role is essential for maintaining the efficiency and effectiveness of the department's data management systems, contributing to the overall success of the agency's operations.

Responsibilities

  • Lead the design, development, operation, maintenance, security, and integrity of the FDACS database environments.
  • Serve as a team lead for database management, providing technical oversight and management.
  • Assist users in analyzing, reviewing, coordinating, and implementing new database requests.
  • Work with application development teams to ensure logical data model design adheres to agency standards.
  • Coordinate and deploy changes to production databases following best practices and agency policies.
  • Write T-SQL and PL/SQL stored procedures, functions, packages, and database triggers as needed.
  • Assist in bulk data loads, data cleansing, and data migration using custom scripts and processes.
  • Monitor and troubleshoot problems with Oracle and SQL databases, running diagnostic tools to identify performance issues.
  • Collaborate with development teams to tune SQL queries and optimize database performance.
  • Design, implement, and maintain database maintenance scripts, including replication and monitoring.
  • Conduct capacity planning and configuration management studies for future software and hardware requirements.
  • Develop and maintain technical standards, procedures, and techniques for Data Center personnel.
  • Consult with management, application developers, and database administrators on database management system development and maintenance.
  • Implement and enforce database security based on best practices and regulations.
  • Conduct performance measurement studies and recommend system reconfigurations for improved performance.

Requirements

  • A bachelor's degree from an accredited college or university and five (5) years of experience in computer systems analysis and/or computer programming, three years of which must have been in database design.
  • A master's degree in management information systems or computer sciences and four (4) years of experience in computer systems analysis and/or programming, three years of which must have been in database design.
  • A doctorate in management information systems or computer sciences and three (3) years of experience in database design.
  • Seven (7) years of experience in computer systems analysis and/or programming, three years of which must have been in database design, with relevant vocational/technical education.
  • Experience in Microsoft SQL Server 2016 or higher database administration.
  • Experience in Oracle 12c or higher database administration.

Nice-to-haves

  • Experience with Microsoft and/or Oracle database backup and recovery.
  • Knowledge of database structures and theories.
  • Knowledge of Windows or Unix scripting.
  • Ability to write PL/SQL, T-SQL, stored procedures, functions, packages, and database triggers.
