About the position

ECS is seeking a passionate and driven Data Engineer - Unstructured Data to work remotely, supporting the Department of Homeland Security's (DHS) Data Services Branch under the Office of the Chief Information Officer. This role is pivotal in providing innovative and complex data analytics services and platforms to users. As a Data Engineer, you will be motivated by the challenge of solving complex business and immigration problems through data exploration and analysis. The ideal candidate will be a critical thinker and a perpetual learner, eager to gain exposure and build skillsets across a range of technologies while addressing some of our clients' toughest challenges. In this position, you will play an integral role in the data operations for the development and integration of multiple data types across various datasets and sources. Your responsibilities will include supporting operations and research necessary to answer critical questions that have direct implications on policy decisions. We are looking for a candidate with strong modeling expertise who is highly motivated and enthusiastic about implementing new technologies to serve our customers effectively. You will contribute to the development of research approaches to complex policy problems, execute key project tasks such as data collection, data analysis, tool design, and other analytic tasks within your area of substantive training or experience. You will apply a broad range of quantitative and/or qualitative research tools, methods, and skills to support complex research activities and project management needs. Additionally, you will complete development efforts across the data pipeline to store, manage, and provision data to consumers, while being an active and collaborative member of an Agile/Scrum team, adhering to Agile/Scrum best practices. Your role will also involve writing code to ensure the performance and reliability of data extraction and processing, supporting continuous process automation for data ingestion, and advocating for lean-agile engineering principles and practices such as API-first design, simple design, continuous integration, version control, and automated testing. Collaboration with program management and engineers to implement and document complex and evolving requirements will also be a key part of your responsibilities.

Responsibilities

  • Contributing to the development of research approaches to complex policy problems.
  • Executing key project tasks such as data collection, data analysis, tool design, and other analytic tasks.
  • Applying a broad range of quantitative and/or qualitative research tools, methods, and skills to support complex research activities.
  • Completing development efforts across the data pipeline to store, manage, and provision data to consumers.
  • Being an active and collaborating member of an Agile/Scrum team and following all Agile/Scrum best practices.
  • Writing code to ensure the performance and reliability of data extraction and processing.
  • Supporting continuous process automation for data ingest.
  • Achieving technical excellence by advocating for lean-agile engineering principles and practices.
  • Working with program management and engineers to implement and document complex and evolving requirements.
  • Cultivating an environment that promotes customer service excellence, innovation, collaboration, and teamwork.
  • Collaborating with a cross-functional team that includes user experience researchers, designers, product managers, engineers, and other functional specialists.

Requirements

  • Must be a US Citizen.
  • Must be able to obtain a Public Trust Clearance.
  • Bachelor's Degree in Management Information Systems, Computer Science, Computer Information Systems, or equivalent Information Technology discipline.
  • 5+ years of IT experience including experience in design, analysis, and implementation of large-scale, complex data architectures.
  • Develop data ingestion frameworks, real-time processing solutions, and data processing/transformation frameworks, leveraging open-source tools.
  • Knowledgeable in a breadth of computer languages (Python, etc.) to manipulate data and draw insights from large data sets.
  • Experience automating predictive modeling processes that can handle both structured and unstructured data.
  • Ability to create data pipelines.
  • Comfortable working in version control systems, such as Git Repositories.
  • Experience working in an Agile environment leveraging advanced design and engineering best practices.
  • Ability to process structured, unstructured, and semi-structured data and apply data cleaning, data imputation, and feature engineering methods prior to developing models.
  • Proven experience in an enterprise environment developing relational databases both on-prem and Cloud native databases.
  • Proven experience developing models for data warehouse, data lake, and enterprise big data platforms in multi-data-center contexts.

Nice-to-haves

  • Good knowledge of metadata management, data modeling, and related tools (Erwin or ER Studio or others).
  • Experience with DHS and knowledge of DHS standards a plus.
  • Demonstrated experience translating business and technical requirements into comprehensive data strategies and analytic solutions.
  • Demonstrated ability to communicate across all levels of the organization and communicate technical terms to non-technical audiences.
  • Ability to develop visualizations utilizing Tableau or PowerBI.
