About the position

The Oregon Health Authority (OHA) is seeking a Data Equity Research Analyst to join its Health Policy and Analytics (HPA) team. This full-time, permanent position is designed for an experienced Research Analyst who will play a crucial role in advancing health equity through data analysis and reporting. The Data Equity Research Analyst will collaborate with various teams, including the Equity and Inclusion Division and the Office of Information Services, to develop and maintain analytical processes for collecting and storing race, ethnicity, language, and disability (REALD) data, as well as sexual orientation and gender identity (SOGI) data. This position is pivotal in creating external reporting and data-sharing processes that utilize REALD and SOGI data to identify and address health disparities affecting disadvantaged populations. In this role, the analyst will be responsible for designing and implementing the technical procedures necessary for the effective collection and sharing of REALD and SOGI data across multiple organizations, including the Oregon Department of Human Services and various health care providers. The analyst will also develop mechanisms to monitor and measure the quality of this data, ensuring its reliability and validity for analytical purposes. The Data Equity Research Analyst will act as a subject matter expert on REALD and SOGI data, providing guidance to internal and external partners on data equity principles and processes. The position requires strong analytical, project management, and interpersonal skills, as the analyst will work autonomously while navigating complex situations and competing demands. The work produced will have significant implications for community-based organizations and state agencies, making the role highly visible and potentially controversial. The analyst will contribute to OHA's mission of eliminating health inequities by conducting thorough analyses of REALD and SOGI data, reporting on its quality and utilization, and making informed recommendations based on findings.

Responsibilities

  • Collaborate with the HPA Data Equity team to develop analytical processes for REALD and SOGI data collection and storage.
  • Design and implement technical procedures for data sharing between various health organizations.
  • Conduct analyses of REALD and SOGI data to assess quality, completeness, and accuracy.
  • Act as a subject matter expert on REALD and SOGI data for internal and external partners.
  • Develop documentation and business rules for data collection and reporting.
  • Staff a data governance committee and establish data use and sharing processes.
  • Build and maintain relationships with key partners and stakeholders.
  • Monitor and measure the quality of REALD and SOGI data through analytical mechanisms.

Requirements

  • Bachelor's Degree in any discipline with six-quarter units in statistics or quantitative analysis methods and three years of experience in data analysis and reporting, including two years coordinating complex research projects.
  • Five years of research experience using computerized applications for data analysis, with two years coordinating complex research projects if no degree is held.
  • Three years of experience with statistical software tools, programming languages, and database querying languages, particularly SQL.
  • Experience or lived experience in advancing health equity and collaborating with diverse communities.
  • Knowledge of developing analytical dashboards and visualizing data using tools like Tableau or Power BI.
  • Extensive knowledge in research design and complex analytical research methods.
  • Experience leading research teams and managing analytical projects with diverse groups.
  • Knowledge in survey design, report writing, and data presentation.
  • Experience in collecting and analyzing demographic data on race, ethnicity, language, disability, sexual orientation, and gender identity.
  • Knowledge of data algorithms and case matching techniques.
  • Strong quantitative and qualitative problem-solving skills.
  • Familiarity with project management principles and methods.
