About the position

IT Concepts is seeking a Data Governance Implementation Subject Matter Expert (SME) to support various projects at a federal agency, specifically the Social Security Administration (SSA). The ideal candidate will possess strong analytical, problem-solving, and communication skills, with a keen attention to detail. This role involves developing and implementing a Data Governance and Data Strategy (DGDS) framework, which includes processes, procedures, policies, communications, training, and metrics to effectively manage SSA's data assets. The SME will be responsible for creating metrics, key performance indicators (KPIs), assessments, data visualizations, and reports that demonstrate progress and impacts on data quality, as well as compliance with federal objectives such as those set by the Federal Data Strategy (FDS) and the Office of Management and Budget (OMB). In addition, the SME will develop workflows for data governance processes, including change management, issue tracking, and submission and approval workflows, while also connecting downstream systems. A critical aspect of this role is to influence and govern the data lifecycle, enhancing data quality and completeness from the point of data capture and acquisition through to its use. The SME will assist in the development and execution of the Data Governance Program (DGP), including the operating model, role and license management, conceptual models, and data architecture. Furthermore, the SME will support data collection and analytics, aligning the DGDS with the Enterprise Data Warehouse (EDW), and will be involved in the management of Chief Data Officer (CDO) governing bodies. Building strong relationships with clients and stakeholders is essential to assess their needs and ensure the delivery of quality products and services.

Responsibilities

  • Develop and implement a DGDS framework, processes, procedures, policies, communications, training, and metrics to better manage SSA's data assets.
  • Develop DGDS program and DGP tool metrics, KPIs, assessments, data visualizations, and reports to show progress and impacts to data quality.
  • Create DGP workflows for change management, issue tracking, submission, and approval processes.
  • Influence and govern the data lifecycle to enhance data quality and completeness.
  • Assist with the development and implementation of DGP governance, operating model, role and license management, and data architecture.
  • Support data collection and analytics, aligning DGDS with the Enterprise Data Warehouse (EDW).
  • Maintain and execute the Enterprise Data Strategy.
  • Manage and execute CDO governing bodies such as the Chief Data Officer Council.
  • Assist with branding and communication outreach.
  • Develop strong relationships with clients and customers to assess their needs and provide assistance.

Requirements

  • BS/BA degree and 8+ years of related experience.
  • Advanced level experience in Informatica.
  • Advanced level experience in Axon.
  • Experience in conducting analysis and designing, developing, building, testing, deploying, and providing training utilizing data governance tools.
  • Experience in building and implementing business processes, business models, workflows, and business rules.
  • Experience developing data governance content to drive overall adoption of data governance and data stewardship.
  • Understanding of XML and ability to work with APIs and workflows.
  • Experience with SQL for relational databases such as SQL Server, ORACLE, and DB2.
  • Intermediate knowledge of .NET development with experience in C#, VB.NET, DOJO, JavaScript, HTML, XML, MS Access, MS Power Platform.
  • Advanced communication skills, including oral presentations and active listening.
  • Experience in programming, database, and systems architecture background.
  • Expertise in program management, enterprise data management, and data stewardship concepts.
