This role involves assessing operations and analyzing plans, particularly in support of contingency operations. The analyst will be responsible for providing Operations Research (OR) and/or Data Science (DS) analysis to support Operations, Campaign, and Strategic Assessments. The position requires the integration of various analytical applications, including R programming language, Python, and coding languages such as VBA, alongside Microsoft applications like Excel, SharePoint, Access, and Word to facilitate comprehensive assessments. The analyst will create data management tools to support statistical and predictive analysis, developing tools and reports that assist users with data access and analysis. A key responsibility will be to develop and manage Data Collection and Management Plans (DCMP), which includes creating tools, methods, and processes for effective data collection. The role also involves using, modifying, and tailoring client assessment tools, such as the Command and Control Information Environment (C2IE), to ensure accurate and effective analysis. In this position, the analyst will verify and validate data for accuracy, applying a wide range of analytical data-mining techniques to produce reliable data sets. Coordination with operational technical experts is essential to execute analyses that support assessments with high visibility and urgency, employing various OR techniques and tools. The analyst will apply conventional OR methods and techniques, exercising sound military and analytic judgment to support assessments, while also demonstrating creativity and innovation in selecting and applying OR techniques to enhance assessment performance and efficiency. The role requires the analyst to use statistical analysis, trend analysis, forecasting, data visualization, modeling, and risk analysis to analyze information and develop practical solutions tailored to specific situations. The analyst will initiate, oversee, and develop requirements from a project's inception to conclusion for complex programs, defining problems, conducting research, and preparing reports that justify the results of their assessments. The ability to work independently or as part of a team is crucial, as is the capacity to develop and support new analytic capabilities as requirements evolve within the command for assessments. Additionally, the analyst will provide input and consolidate feedback for the CCJ5, including weekly and quarterly updates and executive summaries for leadership, and will be expected to communicate effectively at the 4-Star General Officer level.
