About the position

The Montana Department of Public Health and Human Services (DPHHS) is seeking a Data Research & Policy Analyst to join the Operations Services Division. This position is pivotal in utilizing advanced analytic methodologies to uncover underlying data patterns that are essential for serving families within DPHHS. The role involves conducting analyses that may include machine learning modeling, clustering, predictive analytics, counterfactual modeling, and other cutting-edge statistical techniques. As the subject matter expert in advanced statistics, the analyst will focus on improving outcomes for DPHHS families by leveraging data sourced from various DPHHS programs, other state agencies, and publicly available datasets. The Data Research & Policy Analyst will promote the application of advanced analytics to address complex issues that impact Montana's human service delivery system. This position is not only about data analysis but also about translating complex statistical methods and outputs into understandable insights for diverse audiences. The analyst will be responsible for developing work plans based on project needs and requirements, ensuring that projects are completed effectively and efficiently. Responsibilities

  • Utilize advanced analytic methodologies to identify data patterns for DPHHS families.
  • Conduct analyses including machine learning modeling, clustering, and predictive analytics.
  • Serve as the subject matter expert in advanced statistics to improve outcomes for DPHHS families.
  • Promote the use of advanced analytics to resolve complex issues in the human service delivery system.
  • Translate complex statistical methods and outputs for diverse audiences.
  • Develop work plans based on project needs and requirements and ensure project completion.

Requirements

  • Bachelor's degree in mathematics, statistics, economics, or a related field.
  • Three years of work experience involving statistical modeling in Public Health, Education, Psychology, Health, Human Services, or a related field.
  • Knowledge of principles, practices, and theories of applied mathematics, statistics, and economics.
  • Ability to apply predictive analytics and AI techniques to Public Health and Human Services.
  • Knowledge of data management and data network systems.
  • Ability to explain complex statistical methods and outputs to various groups.
  • Skill in translating data, data tables, and statistical information.
  • Experience analyzing large databases.
  • Proficient with statistical software such as SAS or R.
