About the position

The Data Scientist - AI & Machine Learning Subject Matter Expert (SME) position at Noblis is designed for individuals who are passionate about advancing health analytics through innovative research and development (R&D) projects. This role is pivotal in supporting the Advanced Research Projects Agency for Health (ARPA-H), a funding agency dedicated to transformative biomedical and health breakthroughs. The agency aims to tackle the most challenging health issues by funding high-potential research that traditional methods cannot achieve. As a Data Scientist, you will be at the forefront of planning and developing high-risk, high-reward health analytics projects that have the potential to significantly impact human health. In this role, you will evaluate the feasibility of various technical approaches to achieve transformative breakthroughs in health analytics. You will be responsible for reviewing health research-related technical reports and developing strategies for scientific capability development. Monitoring R&D projects and assessing their performance against established goals will be a key part of your responsibilities. You will also develop test and evaluation methodologies to ensure the efficacy and safety of proposed scientific solutions, while managing a central repository of R&D efforts. Your role will involve organizing and participating in meetings and discussions on ARPA-H-related topics, effectively communicating scientific findings to both technical and non-technical audiences. You will provide support to Portfolio and Program Managers in their engagement with ARPA-H customers, and perform routine tasks such as scheduling, writing internal memos, and maintaining program management records. Additionally, you will assist in planning technology transitions to end users and customers, and support the identification and evaluation of emerging health analytics technologies. As a leader within Noblis, you may also have line management responsibilities, providing mentorship and professional development for your teammates. You will collaborate closely with the Business Development team to identify new opportunities and manage capture efforts. This position offers a hybrid work environment, allowing for up to three days on-site each week.

Responsibilities

  • Planning and developing high-risk, high-reward health analytics R&D projects that have the potential to transform human health.
  • Evaluating the feasibility of technical approaches to transformative health analytics breakthroughs.
  • Reviewing health research-related technical reports.
  • Developing and evaluating scientific capability development strategies.
  • Monitoring R&D projects and technical performance against goals.
  • Developing test and evaluation methodologies.
  • Assessing the efficacy, safety, and lifecycle costs of proposed or realized scientific solutions.
  • Developing scientific program status reports, PowerPoint briefings, and read-ahead materials.
  • Developing, monitoring, and maintaining a central repository of R&D efforts.
  • Organizing, coordinating, and participating in meetings, discussions, and seminars on ARPA-H-related topics.
  • Communicating scientific findings and the relevant impact to technical and non-technical audiences.
  • Providing support to Portfolio and Program Managers in their continued engagement with ARPA-H customers.
  • Performing routine tasks including scheduling, writing internal memos, maintaining and updating Program Management records, and coordinating daily operations of the assigned program.
  • Managing and responding to program-aligned data calls, compiling information, and preparing reports for senior leadership.
  • Assisting with planning technology transitions to end users and customers.
  • Supporting the identification, assessment, evaluation, and testing of existing and emerging health analytics technologies.

Requirements

  • MS in Applied/Computational Math, or related scientific field with 9+ years of experience.
  • Experience in data science or machine learning is required.
  • Experience in ML/AI models or ML data pipelines is highly preferred.
  • Previous healthcare experience with at least one year working with ARPA (e.g., IARPA, DARPA, HSARPA, ARPA-E) is highly desirable.
  • Demonstrated skill in conceiving, planning, and conducting research of considerable scope and complexity requiring unconventional or novel approaches and sophisticated research techniques.
  • Excellent communication, collaboration, and presentation skills.

Nice-to-haves

  • Peer-reviewed publications in the field of expertise are highly desirable.
  • Experience in establishing strong working relationships with R&D program managers and organization leadership.
  • Experience with progressively more difficult levels of planning and developing high-risk, high-reward health analytics R&D projects.
