In this pivotal role, you will lead the development and execution of a comprehensive data management strategy, collaborating with key stakeholders to define, refine, and implement data management processes. You will play a key role in optimizing cloud architecture, designing scalable data models, and ensuring data interoperability across systems to meet the needs of the Research Agenda. The ideal candidate will have expertise in data analysis, cloud architecture, machine learning, database management, and data governance. Key Responsibilities: Develop Data Management Strategy and Roadmap: Facilitate brainstorming sessions with stakeholders to identify business needs and define high-level data requirements. Document and validate the current ("As-Is") and future ("To-Be") data roadmap requirements in alignment with the Research Agenda goals and guiding principles. Conduct gap analysis and feasibility studies, estimating effort, timelines, costs, and dependencies to create a detailed data strategy roadmap. Identify new data sources and architecture enhancement needs to support Research Agenda use cases. Draft a high-level work breakdown structure, including resource needs and milestones, to enhance enterprise architecture. Finalize the Data Strategy Roadmap with stakeholders within the governance framework. Deliverables: Research Agenda, Data Management Strategy, Data Roadmap. Interoperability and Optimization: Redesign and re-engineer the existing SLDS solution to enable a scalable, integrated datastore and optimize cloud architecture (HADS, etc.). Identify and address performance bottlenecks, structural relationships, and limitations in existing data architecture. Design a flexible, scalable data model and database schema to ensure efficient data reuse and integration. Define and implement normalization strategies and technology needs to support database redesign efforts. Design and implement ETL scripts to support migration of new data elements and sources. Implement solutions to enhance interoperability, including automation of data ingestion, mapping, and integration from external sources (e.g., web services, data lakehouse). Develop and enforce data quality standards, including profiling, cleansing, validation, and monitoring. Work with stakeholders to document requirements for tool selection, including alternatives analysis and technical evaluations. Deliverables: Redesigned Data Model, Database Schema, Hybrid Analytical Reporting Repository, Interoperability Solutions, Data Use Deliverables. Collaboration and Integration: Collaborate closely with institutional researchers, data stewards, database administrators, and data scientists to support data integration and interoperability. Assist in the creation and maintenance of data mapping documentation aligned with Common Education Data Standards (CEDS). Support the creation of reports, dashboards, and metrics to monitor data management performance. Work with teams to identify training needs and develop research protocols, project documentation, and user guides. Engage in discussions and training to ensure alignment with evolving project needs and SLEDS-specific requirements. Qualifications and Skills: Education: Bachelor's degree in Data Science, Computer Science, Information Systems, or a related field. Advanced degrees are a plus. Experience: Proven experience in data management, data strategy development, and roadmap execution. Strong background in cloud architecture (e.g., AWS, Azure, Snowflake) and database management systems. Expertise in data analysis tools (SQL, R, Python), machine learning, data mining, and data governance practices. Familiarity with data quality, profiling, cleansing, and ETL processes. Experience with data integration tools, automation, and data migration strategies. Knowledge of education data standards (e.g., CEDS) and working in an education data context is highly preferred. Technical Skills: Proficiency in relational databases, SQL, and BI solutions (e.g., SSIS/SSAS/SSRS). Experience with cloud-based data solutions and performance tuning. Familiarity with scripting languages (e.g., Python, R, Shell Scripting). Experience with machine learning, data analysis, and reporting tools. Strong knowledge of system design, schema modeling, and data architecture. Soft Skills: Strong problem-solving and analytical abilities, with a focus on translating complex data insights into actionable recommendations for non-technical stakeholders. Excellent collaboration skills, with the ability to work cross-functionally with teams at all levels of the organization. Ability to manage multiple priorities and work independently in a fast-paced environment. Excellent communication skills, both written and verbal, to facilitate meetings and present technical concepts to diverse stakeholders.
