About the position

The position at BlueCross BlueShield of South Carolina involves analyzing and developing complex logical and physical database designs, data models, and relational data definitions to support corporate and client information systems requirements. The role is crucial in ensuring that department standards for data are adhered to while constructing data management programs and tools. Regular monitoring, maintenance, and housekeeping of assigned databases are essential tasks to ensure performance, capacity, and troubleshooting. Additionally, the position includes mentoring less experienced personnel, fostering a culture of knowledge sharing and professional growth within the team. In this role, you will define data architecture standards for the organization, including the structure, attributes, and nomenclature of data elements. You will be responsible for designing, developing, testing, and implementing new database objects such as tables, views, and indexes, while also administering existing architectures to address performance and maintenance issues. Analyzing and recommending best practices to prevent potential database issues, such as performance degradation or service loss, is a key responsibility. You will also provide input into complex decisions related to data architecture, infrastructure, and administration, and consult with information systems areas on database issues and proposed changes. The position requires a proactive approach to database management, including recommending tuning to databases and queries that do not meet customer requirements, analyzing and recommending upgrades to database software based on security requirements and new technology, and planning for capacity based on growth trends. Ensuring that database environments meet security controls and audit requirements is critical, as is the recoverability of databases through effective backup scheduling and monitoring. You will support management in achieving enterprise-wide and departmental goals and objectives, and provide education on security policies and practices to enhance awareness within the organization.

Responsibilities

  • Define data architecture standards for the organization, including structure, attributes, and nomenclature of data elements.
  • Design, develop, test, and implement new database objects (tables, views, indexes, databases, etc.) and administer existing architectures for performance and maintenance.
  • Analyze and recommend best practice steps to prevent potential database issues, such as performance degradation or potential loss of service.
  • Recommend methods to recover or improve databases, including analysis of vendor products.
  • Provide input into complex decisions related to data architecture, infrastructure, and administration.
  • Consult with information systems areas on database issues and proposed changes.
  • Recommend tuning to databases and queries when they are not performing to customer requirements.
  • Analyze and recommend upgrades to database software and components based on security requirements and new technology.
  • Analyze and recommend capacity planning based on captured growth trends and monitoring.
  • Review database environments to ensure they meet security controls and audit requirements, and mitigate identified risks and vulnerabilities.
  • Ensure recoverability of databases by creating scheduling and monitoring database backups for dependent systems.
  • Support management on enterprise-wide and departmental goals and objectives.
  • Provide education and information on security policies, practices, and awareness programs.

Requirements

  • Bachelor's Degree in a job-related field or equivalent work experience (4 years job-related work experience or Associate's and 2 years job-related work experience).
  • 8 years of IT experience including varied database administration experience.
  • Knowledgeable in constructing data marts, data architectures, and operational data stores.
  • Good business analysis, data acquisition, and access analysis and design skills.
  • Able to provide input into complex decisions related to data architecture.
  • Able to relate knowledge of security issues for data management to less experienced personnel.
