About the position

DPP is seeking a Database Analyst for an opportunity in Tallahassee, FL. This position involves data processing technical work, which includes planning, designing, and enhancing a statewide, wide area, or comparable distributed computer systems network for use by end-users. This encompasses the hardware, software, and communications components of distributed systems. The Database Analyst will be responsible for designing, coding, testing, and documenting applications software, ensuring that the systems meet the needs of the organization and its users. The role requires the analyst to design, model, develop, and support database management systems. This includes analyzing data requirements, application and processing architectures, data dictionaries, and database schemas. The analyst will gather, analyze, and normalize relevant information related to business processes, functions, and operations to evaluate data credibility and determine relevance and meaning. Additionally, the analyst will develop database and warehousing designs across multiple platforms and computing environments, ensuring that the overall data architecture supports the information needs of the business in a flexible but secure environment. The Database Analyst will conduct comprehensive data analysis to understand the structure, content, and relationships of the existing FLAIR system and the various departmental systems that interact with it. They will gather requirements from stakeholders to identify specific integration needs and desired functionality for the PALM system. Collaboration with the project team, including developers, project managers, and business analysts, is essential to define integration strategies and technical solutions. The analyst will also develop data migration plans and strategies to ensure a seamless transition from FLAIR to Florida PALM, integrating departmental systems with the Florida PALM system and other relevant systems and data warehouses. Thorough testing will be conducted to ensure the accuracy, reliability, and performance of the integrated system, along with providing technical support and troubleshooting during the onboarding and integration process.

Responsibilities

  • Designs, models, develops, and supports database management systems.
  • Analyzes data requirements, application and processing architectures, data dictionaries, and database schema(s).
  • Gathers, analyzes, and normalizes relevant information related to business processes, functions, and operations.
  • Develops database and warehousing designs across multiple platforms and computing environments.
  • Conducts comprehensive data analysis to understand the structure, content, and relationships of the existing FLAIR system.
  • Gathers requirements from stakeholders to identify integration needs and desired functionality for the PALM system.
  • Collaborates with project team to define integration strategies and technical solutions.
  • Develops data migration plans and strategies for seamless transition from FLAIR to Florida PALM.
  • Integrates departmental systems with the Florida PALM system and other relevant systems.
  • Writes data reports and creates documentation for system configurations and integration processes.
  • Conducts thorough testing to ensure accuracy, reliability, and performance of the integrated system.
  • Provides technical support and troubleshooting during onboarding and integration process.
  • Collaborates with cross-functional teams to address issues during integration process.
  • Assesses future information requirements to develop long-range comprehensive database plans.
  • Establishes database policies and procedures.
  • Evaluates user's request for new data elements and systems.
  • Coordinates use of the organization's data to ensure data integrity and control redundancy.
  • Develops database feasibility studies and cost/benefit analyses.
  • Establishes database design techniques using data modeling and prototyping software.
  • Analyzes and proposes changes to database structures.
  • Maintains data dictionary ensuring uniformity of definitions and standards for use.
  • Determines necessary database security.
  • Assists in selection of database management software.
  • Educates management in the need for long-range data planning and management of data resources.
  • Develops and controls procedures for saving, retrieving, and recovering databases.
  • Coordinates reorganizations with applications and systems staff.
  • Acts as consultant to applications and systems programming staff on database management software standards.

Requirements

  • A Bachelor's degree from an accredited college or university in management information systems or in one of the computer sciences.
  • Three (3) years of experience in Database Administration, DBMS design and support, or relevant computing environments.
  • Advanced understanding of SQL for data analysis and manipulation.
  • Advanced knowledge of API integration and data warehouse concepts.
  • Advanced understanding of data migration.
  • Experience with application refactoring and modernization projects.

Nice-to-haves

  • Familiarity with popular DBMS platforms such as Oracle, Microsoft SQL Server, MySQL, or PostgreSQL.
  • Proficiency in SQL, including writing complex queries and optimizing database performance.
  • Knowledge of data integration methods and tools, such as ETL processes and data migration strategies.
  • Understanding of API concepts and experience with integrating systems using APIs.
