About the position

GovCIO is seeking a Database Developer to join our cross-functional team supporting the Department of Veteran Affairs (VA). This full-time, fully remote position is crucial for designing, developing, and maintaining database management systems that enhance the operational efficiency of government IT services. The successful candidate will be responsible for a variety of tasks including database modeling and design, relational database architecture, and the implementation of comprehensive backup and replication solutions. In this role, you will utilize data mapping, data mining, and transformational analysis tools to create and configure databases that meet the specific needs of our projects. You will also evaluate and select technology components, such as software and hardware, to ensure optimal performance of database management systems. Your expertise in writing and tuning SQL queries will be essential for maintaining performance and scalability across our applications. As a Database Developer, you will document and maintain administration strategies for database tools, ensuring that all processes are well-defined and efficient. You will work closely with other team members in an Agile environment, contributing to the overall success of our projects by providing insights and solutions to complex technical issues. Your ability to communicate effectively, both orally and in writing, will be vital in collaborating with cross-functional teams and presenting your findings and recommendations.

Responsibilities

  • Designs, develops, builds, analyzes, evaluates, and installs database management systems.
  • Uses data mapping, data mining, and data transformational analysis tools to design and develop databases.
  • Determines data storage and optimum storage requirements.
  • Prepares system requirements, source analysis, and process analyses throughout the database implementation.
  • Evaluates, sizes, and selects technology components for database management systems.
  • Develops, maintains, evaluates, and documents administration of database tools and strategies.
  • Designs and implements data models and data access layers for new product functionality.
  • Writes and tunes SQL queries for performance and scalability.
  • Implements comprehensive backup and database replication solutions.

Requirements

  • Bachelor's degree with 5 - 8 years of experience or commensurate experience.
  • Minimum of 8 years of experience as an Oracle Developer and Oracle Expert, including PL/SQL and SQL scripting.
  • Minimum of 3 years working in an Agile environment (Scrum, Kanban, SAFe, DevOps).
  • Understanding of Unix resource and shell scripting, with the ability to discuss application architecture and design patterns.
  • Strong problem-solving skills with the ability to resolve technical and user issues quickly.
  • Excellent oral communication and writing skills.
  • Self-starter with demonstrable initiative and follow-through skills.
  • Highly analytical with proven problem-solving abilities.
  • Ability to conduct independent research to support the resolution of complex questions and issues.
  • Full understanding of the Software Development Life Cycle.
  • Experience planning and managing multiple tasks.
  • Ability to identify and monitor space requirements for Oracle databases in development and production environments.

Nice-to-haves

  • VA experience is a major plus.
  • Experience with Oracle SQL Developer.
  • Experience with Oracle PL/SQL Developer.
  • Familiarity with SQL*PLUS, SQL*Loader, Pro*C, EXP/IMP.
  • Experience with Unix shell scripting.
  • Experience with SQL Developer (nice to have).
  • Familiarity with Serena Dimensions Configuration Management.
  • Experience with ServiceNow.
  • VBA CRP Database (RFACS) experience.
