About the position

The Chief Research Analyst (DCCA) position is a leadership role within the Research Branch of the Division of Consumer Advocacy in the State of Hawaii. This role is responsible for providing administrative and technical direction over research analyses related to utility and transportation regulations, ensuring compliance with federal, state, and local laws. The Chief Research Analyst will oversee the research conducted by the branch, participate in drafting reports and public information releases, and coordinate analyses that impact the regulation of utility and transportation companies serving Hawaii's customers.

Responsibilities

  • Provide administrative and technical direction over the Research Branch.
  • Assume overall responsibility for research and analyses conducted by the Research Branch.
  • Participate in and/or direct required analyses related to utility and transportation regulations.
  • Review and coordinate the drafting and production of reports, studies, testimonies, and public information releases.

Requirements

  • Bachelor's degree from an accredited college or university in social science, political science, public administration, business administration, or a relevant field.
  • Possession of a Master's degree may substitute for two years of specialized experience.
  • Seven years of progressively responsible experience in research and/or analytical work.
  • One year of supervisory experience.

Nice-to-haves

  • Familiarity with relevant federal, state, and county statutes, ordinances, and rules governing the objectives and program.
  • Knowledge in communications and public information principles.
  • Strong writing and oral communication skills.
