About the position

The DCT Equal Opportunity and Access Division Director is responsible for leading the Department of Human Services' efforts in promoting diversity, equity, and inclusion within the workplace and service delivery. This role involves directing the implementation of equal opportunity and affirmative action policies, ensuring compliance with civil rights laws, and fostering a workplace free from discrimination and harassment. The position also includes overseeing investigations of discrimination complaints and ensuring that programs administered by DCT provide equitable access to all individuals.

Responsibilities

  • Direct DCT's efforts in implementing equal opportunity, affirmative action, diversity, and inclusiveness in employment and service delivery.
  • Direct the EOAD operations to support and reflect the agency's implementation of equal opportunity and inclusiveness.
  • Oversee the investigation of complaints of unlawful discrimination filed internally or externally.
  • Serve as the DCT Affirmative Action Officer and manage the development and monitoring of affirmative action plans and equal opportunity programs.
  • Ensure organizational compliance with the Americans with Disabilities Act and maintain processes for reasonable accommodations.

Requirements

  • Demonstrated leadership experience, including supervisory or project lead roles.
  • Four years of experience working with EEO/AA, including knowledge of civil rights coordination and ADA compliance.
  • Experience with EEO/AA laws, rules, and regulations.
  • Active engagement in efforts supporting diversity, equity, inclusion, and antiracism.

Nice-to-haves

  • JD degree from an ABA accredited law school or a Master's degree in a related field.
  • Knowledge of the Minnesota Government Data Practices Act.
  • Experience working with State and/or Federal government agencies.
  • Experience with mediating and negotiating sensitive conversations.
