About the position

The Defense Trade Analyst II is responsible for reviewing, analyzing, and evaluating cases in various commodity categories related to defense trade. This role requires a strong understanding of AECA (Arms Export Control Act) and ITAR (International Traffic in Arms Regulations) regulations. The analyst works under general supervision, receiving assignments with clear instructions and guidelines. They use their initiative to carry out recurring tasks and ensure technical accuracy and compliance with established procedures. The Defense Trade Analyst II performs all the duties of a Level I analyst and additional responsibilities with limited supervision.

Responsibilities

  • Review, analyze, and evaluate cases in assigned commodity categories, such as military electronics, arms and ammunition, aircraft, tanks, naval vessels, radar, and missiles.
  • Identify and consider legal, policy, regulatory, and procedural aspects of each case, collecting and analyzing data from U.S. industry and precedent cases.
  • Coordinate and refer significant cases to concerned agencies for recommendations, as well as provide recommendations on decisions to approve or deny license applications and retransfer requests.
  • Familiarize with technical assistance agreements, manufacturing license agreements, and distribution agreements, drafting necessary clauses and provisos for approved licenses and transfer requests.
  • Determine the need for Congressional notification based on legislation or U.S. policy and prepare the required notifications, coordinating with appropriate offices/agencies.
  • Engage in discussions with U.S. industry, offering guidance on export policy, administrative practices, and interpreting ITAR and relevant laws.
  • Assist in determining whether items are on the U.S. Munitions List.
  • Make recommendations for checks with the U.S. Embassy in destination countries to validate transactions and potential investigations for violation activity.
  • Respond to inquiries from applicants, providing guidance on individual cases and export policies.
  • Draft and coordinate various communications, including emails, memoranda, congressional letters, and decision memoranda for the signature of the Secretary of State.
  • Acquire knowledge in foreign policy, industrial and technological advances related to assigned responsibilities and other commodities.
  • Represent the Office, Directorate, Bureau, and Department at interagency export control groups, non-proliferation groups, and training/outreach activities.
  • Represent the Office, Directorate, Bureau, or Department in meetings with foreign governments, industry, and within the Department, providing expert advice and explaining laws, regulations, policies, and positions.
  • Work closely with the Office of Defense Trade Controls Policy and U.S. Customs officer assigned to DTC on the EXODUS program, providing guidance on shipment seizures, jurisdictional control, and compliance with U.S. regulations.

Requirements

  • Bachelor's Degree or a combination of post-high school education and three years of experience with AECA and ITAR regulatory experience.
  • Demonstrated ability to research, interpret, and apply regulatory material for evaluating license applications.
  • Strong time management skills, ability to meet deadlines, and work with short-fused actions.
  • Detail-oriented with a strong customer service focus.
  • Excellent interpersonal and partnering skills.
  • Strong written and verbal communication skills.
  • Proficiency in Microsoft Office applications, including Outlook, Word, Excel, PowerPoint, OneNote, OneDrive, SharePoint, Access, and Teams.
  • Ability to operate office equipment such as telephones, copy machines, fax machines, scanners, and printers.
  • May require travel within CONUS and/or OCONUS.
  • Requires a minimum Secret security clearance with the ability to obtain a Top Secret or Top Secret/SCI clearance upon request.
